"Urbane Zukunft Ruhr" - Neues Leitprojekt des Initiativkreises Ruhr

(English below) Klaus Krumme, Geschäftsführer des Joint Centre Urban Systems (JUS) an der Universität Duisburg-Essen wird das Leitprojekt „Urbane Zukunft Ruhr“ des Initiativkreises Ruhr gemeinsam mit Professorin Dr. Uta Hohn vom Lehrstuhl für Internationale Stadt- und Metropolenentwicklung an der Ruhr-Universität Bochum sowie Prof. Dr. Thorsten Wiechmann, Dekan der Fakultät Raumplanung der Technischen Universität Dortmund von Anfang an wissenschaftlich begleiten.

Als neues Leitprojekt des Initiativkreises Ruhr (IR) soll ‚Urbane Zukunft Ruhr’ in Duisburg-Hochfeld eine neue Art von Wohnen, Leben, Arbeiten und Bildung mit Teilhabe für alle Bürgerinnen und Bürger verbinden. Das Projekt konzentriert sich damit auf ein Quartier im Ruhrgebiet mit Herausforderungen und Entwicklungspotenzialen gleichermaßen. „Mit ‚Urbane Zukunft Ruhr‘ wollen wir nicht nur etwas in einem Quartier bewegen. Im besten Fall wird das Quartier das ganze Ruhrgebiet bewegen“, sagt Rolf Buch, Moderator des Wirtschaftsbündnisses und Vorstandsvorsitzender von Vonovia. Durch verschiedene Teilprojekte in den drei Aktionsfeldern „Bildung & Soziales“, „Wohnen & Öffentlicher Raum“ sowie „Mobilität“ werden alle drängenden Themen urbanen Lebens gleichzeitig und vernetzt behandelt. Bei allen Aktivitäten sind die Themen Klimaschutz und Digitalisierung ein wichtiger Bestandteil.

Gemeinsam mit der Stadt Duisburg, den Menschen vor Ort, den Mitgliedsunternehmen des IR und weiteren Partnern wird das Projekt im Verlauf Schritt für Schritt ausgestaltet. Ausgangspunkt sind Bildungs- und Sozialprojekte. „Es geht in erster Linie um die Menschen, die hier und heute in Hochfeld leben. Sie sind der Mittelpunkt des Projektes. Deshalb fangen wir mit Bildungs- und Sozialprojekten an, bevor wir uns - bildlich gesprochen - den Steinen widmen“, sagt Rolf Buch. Neue zuziehende ‚Pioniere‘, wie beispielsweise Studierende, sollen für das Quartier gewonnen werden und den Wandel unterstützen. Nächster Schritt ist die Gründung einer Projektegesellschaft gemeinsam mit der Stadt Duisburg.

Der Stadtteil ist am Rhein (rechtsrheinisch) gelegen und südlich direkt an die Duisburger Innenstadt (Dellviertel) angrenzend. Der Stadtteil hat über 18.000 Einwohnerinnen und Einwohner. Insbesondere der sich immer weiter verstärkende und kaum rechtlich aufzulösende Schwerpunkt von Zuwanderinnen und Zuwanderern aus Bulgarien und Rumänien stellt den Stadtteil vor größer werdende soziale Probleme in einzelnen Quartieren. Dies äußert sich in Themen wie der Unterbringung in „Schrottimmobilien“, wachsender Kinderarmut, hoher Arbeitslosigkeit sowie steigender Kriminalität. Mit der IGA 2027 wird Duisburg-Hochfeld Schauplatz eines weiteren Projektes mit Leuchtturm-Charakter. Die IGA findet 2027 dezentral mit drei Hauptstandorten im Ruhrgebiet statt. Duisburg ist einer der drei dezentralen Ausstellungsorte.

As a new flagship project of the Initiativkreis Ruhr (IR), 'Urbane Zukunft Ruhr' in Duisburg-Hochfeld is intended to combine a new way of living, working and education with participation for all citizens. The project thus focuses on a neighbourhood in the Ruhr region with challenges and development potential in equal measure. "With 'Urbane Zukunft Ruhr' we don't just want to make a difference in one neighbourhood. In the best case scenario, the neighbourhood will move the entire Ruhr region," says Rolf Buch, moderator of the business alliance and CEO of Vonovia. Through various sub-projects in the three fields of action "Education & Social Affairs", "Housing & Public Space" and "Mobility", all pressing issues of urban life are addressed simultaneously and in a networked manner. The topics of climate protection and digitalisation are an important component of all activities.

Together with the city of Duisburg, the local people, the member companies of the IR and other partners, the project will be developed step by step. The starting point will be educational and social projects. "It is first and foremost about the people who live here and now in Hochfeld. They are the focus of the project. That's why we start with educational and social projects before we devote ourselves - figuratively speaking - to the stones," says Rolf Buch. New 'pioneers' moving in, such as students, are to be won over for the neighbourhood and support the change. The next step is to set up a project company together with the city of Duisburg.

The district is located on the Rhine (on the right bank of the Rhine) and directly adjoins Duisburg city centre (Dellviertel) to the south. The district has over 18,000 inhabitants. In particular, the ever-increasing focus on immigrants from Bulgaria and Romania, which can hardly be legally resolved, presents the district with growing social problems in individual neighbourhoods. This manifests itself in issues such as housing in "junk real estate", growing child poverty, high unemployment and rising crime. With the IGA 2027, Duisburg-Hochfeld will be the setting for another project with lighthouse character. The IGA 2027 will take place decentrally with three main locations in the Ruhr region. Duisburg is one of the three decentralised exhibition sites.
