Cooperation of Actors of Preventive Social Policy - An Analysis Using the Example of Vocational Orientation of Young Refugees
Objective and Tasks
The discourses on a "new welfare state" (Esping-Andersen 2002) and a "third way" (Giddens 2001) have promoted the growing importance of preventive social policy, which focuses on prevention and inclusion. Education in particular is a key factor in counteracting poverty and exclusion and creating the conditions for participation and a self-determined life for the individual. The preventive approach extends the social policy strategy beyond the classic social policy fields and implies the formulation of cross-sectional tasks that require contributions to solutions from different policy fields.
However, the cross-sectional tasks meet a reality that is characterized by a segmentation of the systems. In order to break down this segmentation, the networking of actors and the strengthening of cooperation are repeatedly called for. Networking strategies often aim to reach the target group(s) and provide low-threshold access by addressing them via regular institutions (daycare facilities and schools). In some programs, coordination offices are set up as a supporting structure. However, these can only fulfil their function effectively, if the actors in the institutions take up the cooperation impulses and implement them in their work. In turn, the experts in the institutions need support in coping with complex challenges.
In many cases, the success of networking falls short of expectations. Cooperation often fails at the working level because the actions of the experts are characterized by different professional backgrounds, logics of action, organizational conditions and statutory basis. Therefore, the perspectives and support needs of the employees involved must be taken into account in order to implement networking strategies at the working level and lead them to success.
The aim of the study was therefore to generate insights into coordination mechanisms and to identify success and constraining factors for cooperation. As an empirical example, a field of application was used which is currently of high social relevance, namely the preparation of young refugees for the transition from school to training and work. Young people who fled to Germany often have to cope with traumatic experiences, have to find their way in a foreign country and have to learn the language, while at the same time coping with the transition from school to training and work, which is a challenge for all adolescents. In recent years, numerous programs have been set up to support integration with various instruments. The great importance attached to cooperation is reflected, for example, in the expansion of municipal integration centres (Kommunale Integrationszentren) in North Rhine- Westphalia on the federal state level and on a national level in the promotion of municipal education coordinators and municipal model projects. The various impulses must be brought together at the local level and taken up by the relevant institutions. These include, on the one hand, institutions with cross-sectional tasks (e.g. the municipal integration centres), and on the other hand, schools as well as actors from other policy fields (youth welfare, labour administration, etc.).
Procedure
The study was designed as an exploratory qualitative survey.
1. Exploratory phase (6 months)
Interviews with actors in cross-sectional functions, in particular municipal integration centres; in addition, if necessary, education coordinators, municipal coordination offices for the state project “No Dead-End Qualifications” ("Kein Abschluss ohne Anschluss"), regional education offices
2. Empirical phase (12 months)
Interviews with actors from the fields
- School (vocational schools, in addition with representatives of the local school supervisory authority)

3. Evaluation and transfer phase (6 months)

- Organization of a symposium involving actors from all fields involved (school, youth welfare, labour administration)
