Overall project and context
PrEval (Future Workshops for Evaluation and Quality Assurance in Extremism Prevention, Democracy Promotion and Political Education: Analysis, Monitoring, Dialogue) is a joint research and transfer project funded by the German Federal Ministry of the Interior and Community (BMI). The project aims to further develop and innovate formats and structures for strengthening evaluation and quality assurance in extremism prevention, democracy promotion and civic education in Germany.
PrEval is characterized by a close dialogue between participants from academia and professional practice and aims to anchor questions of quality assurance and evaluation more firmly in various fields of practice. The project is concerned with a broad range of phenomena, including civic education programs as well as primary, secondary, and tertiary prevention programs against extremism.
Based on reviews of existing practice and newly identified needs, PrEval develops and tests innovative formats around the topic of evaluation and quality assurance, integrating a variety of actors and perspectives from different professional domains. The project work includes comprehensive strategies to ensure the effective implementation of outcomes into real-world applications.
Positioning itself as an open network, the collaborative project invites participants to discuss the need for support services, knowledge networks, and evaluation databases in ‘future workshops’. The insights gleaned from these workshops will enhance the network’s capacity to advance and reshape formats and structures for strengthening evaluation and quality assurance.

Subproject at the University of Duisburg-Essen (UDE)
The Chair for Educational Research and Schooling is actively involved in several components of the PrEval project. In cooperation with the Federal Agency for Civic Education (bpb), the Center for Integration and Migration Research (DeZIM), and the Peace Research Institute Frankfurt (PRIF), we implement two pilot studies on "Challenges of Evaluating Digital Approaches in Civic Education".
In the context of these studies, the UDE subproject aims at measuring digital citizenship competences among young people. For this purpose, a detailed analysis and integration of pre-existing frameworks for digital citizenship education will be conducted in an initial step, paying particular attention to their ties with civic education. Based on this analysis, we will subsequently design and develop a modular, flexibly applicable instrument for the assessment of ‘digital citizenship literacy’. This tool will then undergo pre-testing to verify its measurement properties.
In addition, the UDE contributes to other work packages of PrEval.
Duration and funding
The overall project is funded by the German Federal Ministry of the Interior and Community (BMI) for a period from October 2022 to September 2025.
