Jin-Wook Shin is Professor at the Department of Sociology at Chung-Ang University, Seoul. He studied sociology at Yonsei University and received his Ph.D. in sociology at Freie Universität Berlin, Germany. He teaches Political Sociology, Social Movements, and Social Problems, and researches and publishes in areas such as democratic theory, party politics, social movements, social inequalities, and welfare state.

Democracy and Human Rights in the Kim Dae-jung Era is a collection of six chapters that analytically examine former South Korean President Kim Dae-jung’s philosophy, ideas, policies, achievements, and commitment to democracy, human rights, and peace, and use them to assess the current state of democracy and human rights in today’s South Korea. Edited by Jin-Wook Shin, the volume is part of a series of books published by the Academy of Kim Dae-jung Studies and includes authors from the disciplines of history, sociology, political science, and law.

Prof. Yukio Maeda, political scientist at the Institute of Social Science, University of Tokyo, will visit the IN-EAST and deliver a talk on how approval ratings in public opinion polls have become a crucial power resource for prime ministers in contemporary Japanese politics.
Prof. Maeda will also provide a brief overview over the changes in the role of prime ministers and illustrate how advancements in polling methodology and the increased frequency of polls have further intensified prime ministers' dependence on their approval ratings.
With the next general election just around the corner, the talk will also deal with the most recent results of public opinion polls, including attitudes toward the undocumented political funds of the Liberal Democratic Party (LDP).

Abstract
The current status of migrant integration in Korea seems to be far from ideal. The human rights violations against migrants remain common in the workplace and everyday life. The public’s perception and attitudes toward migrants have changed from paternalism to apathy, and is deteriorating to the level of hatred toward certain groups. Korean adults' multicultural acceptance increased from 2010 to 2015, but has continued to decline since then. The level of social integration of migrant workers and married immigrant women, which are representative groups of migrants in Korea, is not high in both material and psychological aspects. Migrant workers have a high employment rate, but they work long hours in low-skilled, low-wage work, are exposed to non-payment or delayed payment of wages and physical and verbal violence, and their labor rights are greatly restricted. They cannot bring their families, and their opportunities to acquire permanent residency and nationality are greatly limited, so they are not subject to social integration. Marriage migrant women tend to have low employment rates, employment stability, and income due to their low age and education level, ability to understand Korean language and culture, the large age and cultural gap with their husbands, and the burden of childbirth and childcare. They are also dependent on their husbands because they need their consent when applying for permanent residency and nationality. The language and culture of their home country are not respected and they are under strong pressure to assimilate into Korean culture.

In-Jin Yoon is a professor of Sociology at Korea University and the director of the Korea University Library. He earned his Ph.D. in Sociology from the University of Chicago and taught in the Asian American Studies Department at the University of California, Santa Barbara. His research interests include social psychology, international migration, immigration policy, and overseas Koreans and Korean diaspora. He is the author of On My Own: Korean Businesses and Race Relations in America, Korean Diaspora, North Korean Migrants, International Migration and Multiculturalism in Northeast Asia.

Abstract
A small city-state with a highly developed economy strategically situated in Southeast Asia, Singapore is a major hub for migration/mobility in the Asia-Pacific region and has one of highest non-resident-to-resident population ratios in the world. While migration research has long noted that Singapore has a bifurcated foreign labour-immigration regime favouring the highly-educated/skilled migrants, more recent research seems to suggest that even the well-educated, professional, middle-class migrants are not exempted from insecurity and precarity under Singapore’s tightening immigration regime since the late 2000s and early 2010s. This talk draws on several strands of migrant-focused research that emerged within the past decade in Singapore, specifically offering insights from published and ongoing research (including several of the author’s own projects) about the settlement and integration experiences of migrant professionals (from Chinese and Indian backgrounds), immigrant-background teachers in mainstreams schools, and immigrant parents whose children go to government schools. It is argued that a common theme characterizing the experience of these diverse “migrant middle” groups in Singapore is a sense of insecurity resulting from increasing difficulties of obtaining a permanent foothold (permanent residency/citizenship) in the country. The paper also sheds light on how feelings of uncertainty, anxiety and precarity manifest in realms such as work and children’s education for these “insecure” migrant middle in Singapore.

Abstract
The 2018 revision to Japanese immigration control law introduced new residential statuses, “Specified Skilled Worker” Types 1 and 2, and was widely reported as a significant policy change. The scheme certainly seemed novel in that it would apparently open the “front door” for foreign labor, with a prospect for long-term settlement. However, was it really a major departure from the previous Japanese policy toward labor migration? What implications does this new opening have for the acceptance of ethnic diversity in Japan?

To tackle these questions, I revisit the late 1980s to early 1990s when the question of accepting foreign workers was a subject of heated debate in Japan. There were two major events: the revision to the Immigration Control and Refugee Recognition Act, which went into effect in 1990, and the launching of the Technical Intern Training Program in 1993.

My contention is that the 2018 legal change was similar to, and an outgrowth of, the pattern observed three decades earlier. Between 1990 and 1993, “side doors” were enlarged as alternatives to the “front door.” Likewise, in the 2018 law, skill categories were redefined to incorporate a broader set of occupations into what was acceptable as “skilled workers.” I will also discuss potential negative impact of the drive to increase migrant workers on efforts to develop an ethnically inclusive society.

Chikako KASHIWAZAKI is Professor at the Faculty of Economics, Keio University. She earned a Doctorate in Sociology from Brown University. Her research interests include ethnicity, citizenship, nationalism, and immigration policies. She has published articles and book chapters on the discursive aspects of Japanese immigration policies, social integration policies and programs at the local government level, and citizenship and identity issues concerning zainichi Koreans. She has also collaborated with local governments in conducting surveys and reviewing policy plans concerning foreign residents.

Abstract
The development of technology has enabled recent immigrants to be more connected with their home country after international migration. While numerous studies examine various aspects of immigrants’ transnational ties with their home countries, including political activities (e.g., voting in home country elections), economic contributions (e.g., sending remittances), social connections (e.g., maintaining contact with family and friends), cultural engagement (e.g., consuming cultural content exported from the home country), and medical practices (e.g., seeking medical treatment in the home country), the predominant focus has been on transnational ties among immigrants in Western countries. “The East Asian context remains underexplored in transnationalism literature, and I aim to address this gap by examining the frequency of social transnational ties, which is closely related to other fields of transnational ties, and its impact on the health of various immigrant groups in South Korea, a country transitioning into an immigrant-receiving nation. My studies indicate that the maintenance of social transnational ties with the home country varies among immigrant groups and generations. For example, foreign workers tend to maintain stronger ties with their home country than female marriage migrants. Furthermore, the ties are weaker among multicultural adolescents, the second-generation immigrants. The impact of social transnational ties also differs between immigrant generations. On the one hand, social transnational ties play a role as a buffer for foreign workers and female marriage migrants in regard to their physical and mental health. However, unlike the positive impact of transnational ties among first-generation immigrants, the negative impact of transnational ties was observed among second-generation immigrants; multicultural adolescents who maintain transnational ties are more likely to engage in delinquent behaviors and social withdrawal. These findings suggest the need for collaboration between the home countries of migrants and the government of the destination country to facilitate the establishment of positive transnational ties, transforming them into sources of support rather than stress, especially for second-generation immigrants. Furthermore, future studies could apply qualitative methods to elucidate how transnational connections with the home country affect the health and behaviors of immigrants from diverse backgrounds, considering the characteristics and cultures of their home countries.

Her research interests encompass international migration, transnationalism, and health disparities. Her ongoing research employs quantitative and qualitative methods, in addition to utilizing big data from social media. This research is centered on investigating how transnational ties impact the physical and mental health of diverse migrant groups.

Derek Kramer, PhD, is a lecturer in Korean Studies at the School of East Asian Studies at the University of Sheffield. He held research posts at Korea University, the University of Cambridge, and the University of Wisconsin-Madison. He obtained his degree in East Asian Studies from the University of Toronto in 2021. His work focuses on the history of science in modern Korea. At present, he is working on a book manuscript that explores the cultural and intellectual responses to the atomic age in early Cold War North and South Korea. Abstract
This study examines the introduction of North Korea’s Republican Flag to underscore the role of science in the marshalling of postcolonial political authority. Rather than understand science as simply a mode of knowledge production, the topic is approached as a universalizing discourse generative of political authenticity. The article maintains that this latter expression of the field facilitated and justified the circulation of North Korea’s new national banner. Officially adopted by Pyongyang in 1948, the creation and composition of this symbol of sovereignty has generally been understood as an expression of Soviet influence and North Korean state power. However, by highlighting the circulation of the flag outside of the Northern and by focusing on the assertions that accompanied its introduction, this article attends to how Korea’s Republican Banner enjoyed a social currency rooted in the scientific and progressive traits assigned to the marker.

Abstract
Given the traditionally low ratio of women among the Japanese organizational expatriates, their function in the transnational mobility has long been reduced to their supporting roles as trailing spouses or nurturing mothers. However, a growing number of Japanese female professionals relocate abroad as self-initiated expatriates, and continue a transnational career path even after creating a family. Furthermore, not all those who relocate under the spouse Visa are in fact professionally inactive, proving their agency in defying the traditional power relations between men and women within the context of transnational family-based mobility.
The present empirical study builds on qualitative interviews with Japanese female migrants in Switzerland and Czech Republic, who relocate in the context of a dual career household. It firstly explores both risks and potential of transnational labor mobility through a consideration of conflicting issues related to work/care regimes and institutions or the role of gender in the work-family interaction. The narrative is then taken into perspective in considering Japanese social norms, gender roles and care regimes that continue to reconstruct barriers for more equality-based use of the talent pool that women as a half of the workforce represent.

Lenka Vylet’alová is an assistant professor at the Department of Asian Studies at Palacký University Olomouc, where she earned her MA degree. She also holds an MBA from Jean Moulin University Lyon 3 and a PhD in Global Studies from Sophia University in Tokyo. Since 2017 she has been affiliated as a Collaborative Researcher at the Institute of Comparative Culture of Sophia University. Her primary research interests include skilled labor mobility, gender inequality, and the impact of globalization on Japanese society. She has coauthored several chapters in the recently published book, The Global Japanese Restaurant: Mobilities, Imaginaries, and Politics.

Abstract
International student flows in higher education between Asian countries have increased rapidly over the last decade. Building upon recent work on shifting patterns of intra-Asia student mobility and the labour migration in Asia, this lecture examines a unique case that is the convergence of these two, the government-led student-worker scheme, International Program of Industry-Academia Collaboration (IPIAC) in Taiwan. The IPIAC targets Southeast Asian students and provides opportunities for students to study in Taiwan while having vocational internships as an essential part of the degree program.

Drawing on interviews with Southeast Asian students studying in Taiwan and faculty members of Taiwanese universities, this research first gives accounts to the main factors that facilitate this unique practice: the neoliberal transformation of higher education and the labour market in Taiwan, and kinship and social networks that influence students’ choice of studying in Taiwan. The economic ties between Taiwan and Southeast Asian countries, including business investments, Taiwan’s reliance on contracted labour migration from certain Southeast Asian countries, and businesses in Taiwan largely relying on migrant workers to provide affordable labour, have laid the ground for the practices and popularity of the student-worker scheme. Furthermore, the aim of this research is to make an innovative inquiry on the ‘double commodification’ of the student-worker scheme in Taiwan, where students are treated as commodities on both the higher education and the labour markets. The author argues that the IPIAC is the convergence of student mobility and contracted labour migration, and it responds to both the high demands of the fee-paying students and the cheap labour forces through the process of double-commodification of students in an invisible way, which corresponds to the growing trend of seeing students as more affordable and flexible labour.

Yu-chin Tseng was appointed Junior Professor at University of Tübingen in 2018, and since then she has been serving as co-director of the European Research Center on Contemporary Taiwan (ERCCT). She received her PhD in Sociology from the University of Essex in 2015. Her research interests lie in the area of gender, mobility, and intimacy in the context of Asia and Europe. Her current research comprises three main streams: the health behaviours and wellbeing of international students in Taiwan and in Germany; intimate mobilities and their correlation with states in Asia; China’s digital public diplomacy and its outreach to overseas Chinese in Europe. She has published widely on the topics of marriage migrants, gender and family, and China’s public diplomacy. Her latest publication, China’s Twitter Diplomacy in Germany: Practices, Reactions, and Discrepancies, was published in the Journal of Contemporary China in 2023. weniger

Most analysts expect Japanese Prime Minister Kishida Fumio to lead the ruling Liberal Democratic Party to a convincing victory at the upcoming House of Councillors election (July 10, 2022). This will allow him to consolidate his domestic political position and avoid becoming a victim of a new era of revolving door leadership. Kishida will also be well placed to make substantive changes to Japan’s defense and security policies in 2023 – should he desire.
This lecture explores the intersecting domestic and international drivers of change that make Kishida an unlikely agent of geopolitical transformation.

Corey Wallace is Assistant Professor at Kanagawa University. From 2015 to 2019, Dr. Corey Wallace was the Einstein postdoctoral fellow at the Graduate School of East Asian Studies at Freie Universität Berlin. He holds a master’s degree from the University of Canterbury in New Zealand as well as a PhD from the University of Auckland. David Chiavacci is Professor in Social Science of Japan, University of Zurich.

Abstract: This presentation discusses the boundaries, establishment, internal structures, governance, and recent trends of the East Asian migration region. It gives an overview of international migration and its development in East Asia from a macro-perspective. Concerning the type of migration, it examines primarily labor migration, which is not only the most important type of migration in the region but also the most important issue in public and political debates about immigration in East Asia. The analysis will focus on Japan, South Korea, and Taiwan as the three largest immigration economies in the region, which have kept immigration under strict control despite the huge potential for intraregional migration. It will contrast their cases with those of Malaysia and Thailand as the two East Asian countries with the largest immigration movements that are much less able to control immigration originating from other countries of the East Asian migration region.
The regional context and its intraregional migration potential are crucial factors for fully understanding immigration policy in nation-states in East Asia. However, a comparison of Northeast Asian and Southeast Asian cases shows that the regional embeddedness does not fully determine national immigration policy. Especially in the case of the East Asia migration region, striking differences exist between the three Northeast Asian cases – Japan, South Korea, and Taiwan – and the two Southeast Asian cases – Malaysia and Thailand – in their immigration policy and the size of immigration movements.

Abstract:
In stark contrast to its apparent decline in the post-war West, intellectual history has been a prominent school in China’s historical circles over the same period. And, thanks to the exemplary works by acclaimed historians, it indeed has gained more vigor and luster in more recent decades. From a comparative and historical perspective, Edward Wang will offer an explanation for this interesting phenomenon. Drawing on examples in both Chinese history and historiography, he argues that the primacy of intellectual history at once reflects and enhances an entrenched tradition, or the practices of “intellectual fundamentalism,” for the educated class in China to deal with a crisis by seeking an intellectual/cultural renovation. weniger

Ulrike Schaede is Professor of Japanese Business at the University of California, San Diego, School of Global Policy and Strategy. Her work focuses on Japan’s changing corporate strategies, including business culture, employment practices, and corporate governance. She is the author of The Business Reinvention of Japan: How to Make Sense of the New Japan (Stanford University Press, 2020).

This lecture discusses how Japan’s industrial architecture has changed over the 20 years, and how Japan’s leading companies are now re-emerging as major players in the new digital economy and digital manufacturing. They are reinventing by moving upstream into advanced components and materials, and building new innovation capabilities to compete in connectivity, sensoring, AI, and big data. Many Japanese companies now occupy leading market shares in deep-tech input components, and in the aggregate, these pole positions not only add up into not only a sizable presence but also make Japan the technology anchor in many global product supply chains. This discussion looks at how this business reinvention has occurred, and in what ways Japan’s societal preferences and business norms that focus on stability have affected the process.

Dr. Henrik Sørensen is Research Coordinator at the BuddhistRoad Project at the Center for Religious Sstudies (CERES), Ruhr University Bochum.

Dr. Henrik H. Sørensen was trained in the University of Copenhagen in the Sinological and East Asian Arts departments (1978–1987), where he taught until 1994. He received his Ph.D. in 1988. From 1996 to 1998 he had a senior-research position at the National Museum (East Asian Department). He was a KHK Fellow in RUB 2011–2012, and has worked on the BuddhistRoad Project at CERES, RUB since 2017. His research interests are fairly broad and covers East Asian Buddhism broadly with focus on Esoteric Buddhism, Buddhist material culture and Buddhist arcana in general. His approach to Buddhist studies is polyvalent and he seeks to transcend traditional scholarly boundaries in order to arrive at new insights.

This lecture is meant to discuss the important Buddhist site of the Mogao Caves in Dunhuang located in the westernmost Gansu province of China as a ‘sacred space.’ This means understanding it as a consciously organised locus which continued to function as a major site for intercultural Buddhist practice for more than a millennium covering a timespan from the late 4th to the 14th century. The presentation will focus on what constitutes a ‘sacred space’ by identifying those structural, building blocks required for such a place to come together, for its operation, maintenance and other fundamental requirements.

Thomas Kalinowski is Professor at the Graduate School of International Studies, Ewha Womans University in Seoul, Korea. He holds a PhD in Political Science from Free University Berlin. He teaches International Political Economy, Comparative Political Economy, International Organizations, and Sustainable Development. His recent research has focused on bringing the Comparative Capitalist perspective into the investigation of international cooperation and conflict. His key contribution to the study of Comparative Capitalism has been to help overcome the euro-centric perspective within Comparative Political Economy by systematically including East Asia in the field.

This Presentation is based on my new book Why International Cooperation Is Failing. How the Clash of Capitalisms Undermines the Regulation of Finance. In the book I am explaining the failures of international economic and financial cooperation in the G20 since the Global Financial Crisis of 2008/09. In this presentation I will focus on the role of East Asia in this failure. I argue that East Asia’s preferences for international cooperation (or non-cooperation) can be best understood by investigating the characteristics and “defects” of the East Asian state-led and export-oriented model of capitalism.

Tracy Miller is Associate Professor of History of Art, and Associate Professor of Asian Studies at the Affiliated Faculty of the Graduate Department of Religion, Vanderbilt University, Nashville

Tracy Miller (Ph.D. University of Pennsylvania) is a specialist in the history of Asian art and architecture, especially the ritual architecture of imperial China. Her research focuses on the impact of belief in divinity on the production of art, architecture, and spaces for spiritual encounters. She is author of The Divine Nature of Power: Chinese Ritual Architecture at the Sacred Site of Jinci (Harvard University Asia Center, 2007). She is currently writing a monograph on the use of Indic design strategies in the Buddhist temple architecture of Early Medieval and Medieval China as well as developing architecturasinica.org, a research website for the study of Traditional Chinese Architecture.

Prof. Lei Li, PhD is an assistant professor of economics at the University of Mannheim.

Abstract
This paper proposes that imported capital goods, which embody skill-complementary technologies, can encourage human capital accumulation and migration in China. There are three main findings.
Firstly, the regional difference in capital goods imports can explain 27 percent of the regional difference in college share between 2000 and 2010. Secondly, this paper quantifies the importance of the three channels, namely skill acquisition of local stayers, immigration of skilled workers, and emigration of skilled workers, through which capital goods imports increase college share. I find that the first channel is the most important. Thirdly, I trace out the responses of skill supply to the demand shift. I find that capital goods imports increase college wage premium and the effect attenuates over time with the increase in skill supply.

Abstract
Mainstream globalization literature has maintained that a rapidly globalizing economy and neo-liberal reforms will lead to the emergence of a transnational business elite. The South Korean economy has implemented neo-liberal policies and reforms since the Asian financial crisis and has rapidly integrated into the global economy; these developments have occurred simultaneously with the globalization and growth of the Korean economy. Have these transitions led to the transnationalization of the corporate elite in South Korea? Using life-course data for top Korean managers from the top 100 industrial enterprises in 2010 and 2015, including information on educational background, career and mobility patterns, and the share of globally recruited top managers, we explore the evidence for the emergence of a transnational business elite in Korea. Our analysis indicates that nationally recruited company men – not global job- and company-hoppers – are still predominant in the South Korean economy.

Jaok Kwon is an Assistant Professor in the Centre for East Asian Studies at the University of Heidelberg, Germany. Her research interests include the sociology of development, labour and gender in East Asia, economic elites in East Asia, and transnational labour migration. Her work on socioeconomic issues in East Asia has appeared in Gender Studies, Labor History, International Journal of Japanese Sociology, and Korea Observer, among others. She is also a journal reviewer of Asian Management & Business and Economy and Society. She teaches courses on Asian capitalism, labour and gender, labour market and industrial relations, the civil society and social movements in East Asia.

Abstract
Due to its economic development, Korea has experienced an increasing inflow of foreigners. A more recent trend is that more and more highly skilled professionals are entering Korea. In response to declining demography and globalization pressures, Korean government and companies are seeking to recruit foreign talent. While they are somewhat successful in recruiting foreign talent, they face more difficulties in retaining them. Drawing from the literature and my own personal experience, I will provide an overview of opportunities and challenges of international careers for highly skilled foreigners in Korea.

Short Bio
Fabian Jintae Froese is chair professor of human resource management and Asian business at the University of Goettingen, Germany, editor-in-chief of Asian Business & Management, and chair of the Academy of International Business Western Europe chapter. Previously, he was an assistant professor of international business at Korea University. He obtained a doctorate in international management from the University of St. Gallen, Switzerland, and another doctorate in sociology from Waseda University, Japan. His research interests lie in diversity, expatriation, and talent management, often with a regional focus on China, Japan, Korea, and Germany. Recently, his book on “Doing Business in Korea” was published by Routledge.

Abstract
Unsolved history issue between the two countries, which is very political and diplomatic, has been developed into trade dispute and causing tension in the region. Japan removed South Korea from its so-called “white-list” for export and South Korea reacted by removing Japan from Korea’s white list, filing a complaint with the WTO against Japan for imposing export control, and also announced the termination of GISOMIA. The issue is influencing not only the performance of companies and economy of both countries, but also influencing the regional security issues.

Abstract
Over the past half-century, the Liberal Democratic Party (LDP) and the Association of Shinto Shrines (Jinja Honcho) have been engaged in collaborative efforts to “recover” or “restore” what was destroyed by the process of imperialist secularization during the Allied Occupation of Japan. Since the disaster years (1995/2011), the religio-political coalition has grown to include the Japan Conference (Nippon Kaigi), established in 1997, which has mobilized a broader base of support from other organized religions, including established Buddhist institutions and various New Religions. Over the past two decades, LDP Diet members and prime ministers have increased their support for their shared political agenda, including legislation to restore patriotic education, promotion of Yasukuni Shrine, and constitutional revision. Both religious and secular groups have emerged in opposition to these neonationalistic initiatives in an attempt to preserve the postwar gains in democratic institutions and prevent the erosion of individual rights.

Mark R. Mullins is Professor of Japanese Studies & Religious Studies, and Director of the Japan Studies Centre, University of Auckland. Prior to this appointment, he taught in Japan for twenty-seven years at Shikoku Gakuin University, Meiji Gakuin University, and Sophia University. He is the author and co-editor of a number of works including Religion and Society in Modern Japan (1993), Christianity Made in Japan: A Study of Indigenous Movements (1998), Religion and Social Crisis in Japan (2001), and Disasters and Social Crisis in Contemporary Japan (2016).

Abstract
For the past three decades Asia has been one of the most important empirical hunting grounds for theory-building in political science, international relations, political economy and development studies. The “developmental state”, modernisation theory, the concept of collective social orders (“Asian Values”), the idea of illiberal or defect democracies are key inputs to the discourse on nationalism and nation-building, and the notion of soft regionalism all originated against the backdrop of observed phenomena in Asia. But what has happened to these and other Asia-centric approaches in social sciences? Are they still relevant? Or has Asia become a “normal region” that lost its unique and specific relevance as a prime empirical case for academic theorising and the construction of counter-models which challenge Eurocentric worldviews?

Abstract
The Chinese bureaucracy – with its long history and distinct characteristics – is arguably one salient legacy of the Chinese civilization. In recent decades, it has provided the organizational basis for the leading role of the Chinese state in China’s economic growth and institutional transformation. The Chinese bureaucracy also shows intriguing dualism between high responsiveness and strong inertia and between formal authority and informal institutions. I explore these distinctive features of the Chinese bureaucracy from three lenses: Weber’s comparative-historical approach helps locate the Chinese bureaucracy in a distinct mode of domination; the Confucian lens identifies the cultural sources of bureaucratic behaviors; and James G. March’s image of organized anarchy sheds light on a set of mechanisms that shape the role of the bureaucracy in China’s political dynamics.

Xueguang Zhou is Kwoh-Ting Li Professor in Economic Development, a professor of sociology and a senior fellow at the Freeman Spogli Institute for International Studies, Stanford University. His research examines the institutional logic of governance and the rise of the bureaucratic state in China. He is preparing a book manuscript The Institutional Logic of Governance in China: An Organizational Approach that summarizes his decade-long research project on this topic.

Debates over constitutional revision in Japan have picked up steam since 2012, when the Liberal Democratic Party returned to power. PM Abe has declared constitutional amendment to be one of his top priorities, but it is not clear whether the public shares his commitment. Newspaper surveys have produced inconsistent results, suggesting the need for a more rigorous analysis of public opinion. Among other things, Prof. Mori McElwain (University of Tokyo) discusses the results of two survey experiments conducted in 2017 and 2018 suggesting that amendment proposals are significantly less popular when described as coming from the LDP. weniger

Digital media such as Twitter and Facebook are connecting so-far disconnected people and activating their political participation (Bennet and Segerberg 2011). Connecting this discussion, this paper aims to explain how the spread of digital media contributed to the anti-nuclear demonstration in Japan after the Fukushima accident.

Although the sudden upsurge of the demonstrations after the Fukushima accident is widely reported (Chiavacci & Obinger 2018; Brown 2018; Oguma 2016), the exact mechanism how this upsurge came about was still not answered. Given the fact that Japan had suffered from the prolonged “ice-age of the social movements” (Pekkanen 2006), it is crucial to examine (1) who the new-comers to demonstrations are and (2) how these new-comers are activated. Based on the online survey conducted at the end of the year 2017 to around eighty thousand people living in greater Tokyo area, this paper answers to these questions.

According to our survey, we can classify 37 % of the demonstrators as “new-comers”, as they have no prior experience to the participation in a demonstration in general before the accident. As compared to those who had prior experiences to the demonstrations or “veterans”, the new-comers are less leftist and more culturally liberal. The new-comers showed a favorable attitude toward social movements even before the accident. But they did not actively participate in it, because most of them did not belong to political or citizen groups. Our survey shows that new-comers are more dependent on digital media than “veterans”. Accordingly, we conclude that digital media contributed to widening the participants of the demonstrators after the accident.

Miyo ARAMATA is Professor of Geography at Meiji University, Tokyo. Her research focuses on the critical analysis of urban planning, with particular attention to Paris, and Casablanca as a former French colonial city. Recently she organized a research group of mega-events and contributed to it in a comparative study between Tokyo and Paris, which will hold the Olympics in 2020 and 2024. Abstract
Auctions are used to implement a quota system of car ownership in Singapore and in many fast growing cities of China. Three such cities where influential auction formats have been developed for allocating car licenses are the Asian metropolises of Singapore, Shanghai and Guangzhou, with other cities following suit. In this paper, we examine these auction formats theoretically and experimentally. We introduce reaction time as an important non-economic factor to model bidding behaviors in car license auctions. At the theoretical level, reaction time causes inefficient allocations in the Shanghai auction but not in the Singapore or Guangzhou auctions. The experimental results are consistent with our theoretical prediction that late bids prevail in all of these auction formats, but only lead to inefficient allocations in the Shanghai auction. Additionally, we scored the subjects' reaction time in the Shanghai treatment by conducting a number comparison task and we found a positive correlation between winning probability and the score for reaction time.

Lijia Tan is a postdoctoral researcher at Eindhoven University of Technology. She received a Ph.D. in Economics from Xiamen University in China, where she stayed seven years and earned M.A. degree in Finance.
Her research interests are Experimental Economics, Behavioral Operation Management, and Game Theory. Her main research focus is the relationship between buyer and seller in procurement, including prosocial behaviour and negotiation protocol which could contribute to the efficiency of a supply chain; Auctioneer’s systematic bias in optimal auction mechanism; Laboratorial investigation for the efficiency of the practical auction formats. Abstract
It is hard to imagine Japan, a society with a strong national cultural identity and a myth of racial homogeneity, as an immigrant society. Although at around 2.5 million and about 2 % of the total population, the presence of immigrants is not comparable to that in most other industrial countries, immigrants have nonetheless penetrated every aspect of economic and social life in this island country and are taking part in shaping its future. Based on many years of field research among immigrants from different national backgrounds living in Japan, this presentation examines how immigrants make home, build communities, and understand their existence in a country with distinct patterns of social organization and powerful ethno-national cultural narratives.

Li Shiqiao, PhD is Weedon Professor in Asian Architecture and Architecture + Architectural History and Chair of Architectural History at the University of Virginia’s School of Architecture. His research is focused on understanding Chinese architecture with its culture and intellectual frameworks. He studied architecture at Tsinghua University in Beijing and obtained his PhD from AA School of Architecture and Birkbeck College, University of London. Li practiced architecture in London and Hong Kong, and initiated design proposals which were published and exhibited in journals and international exhibitions.

Prof. Li Shiqiao seeks for spatial understanding with deep cultural frameworks through studies of Chinese cities, as well as how these cultural frameworks are fundamentally structured by distinctive features stemming from the linguistic constructs of Indo-European and Sinitic languages. All these come together to formulate new theoretical grounds for design.

His books include Understanding the Chinese City (Sage, 2014), Kowloon Cultural District (MCCM Creations, 2014), Architecture and Modern Thought (China WaterPower Press, 2009) and Power and Virtue: Architecture and Intellectual Change in England 1660–1730 (Routledge, 2007).

Prof. Yu Keping (Director of the Center for Chinese Government Innovations at Peking University, Director of the Institute of Political Development at Tsinghua University and Director of the China Center for Global Governance and Development (CCGGD)) is a frequent visitor at IN-EAST and Mercator Fellow of the DFG Research Training Group Risk and East Asia. His fields of expertise include political philosophy, comparative politics, globalization, civil society, governance and politics in China. Among his many books are Governance and Rule of Law in China (ed., Brill 2012) and Democracy Is a Good Thing (Brookings 2010).
During his stay he will supervise PhD students, conduct collaborative research, and investigate possibilities for further collaboration.

Abstract:
There have been so many great changes in Chinese political, economic and social life since President Xi Jinping has become the top leader of China. Everything that changes is referred to as the “New Normal” or the “New Era”. Nevertheless, there are some things unchanged behind the changed, at least, for instance, the fundamental goals for China’s development in the long term. That is to have constructed a Xiaokang Society by 2020, to have made China a modernized country by 2050 and to then realize the rejuvenation of the Chinese nation. Mr. Xi Jinping refers to them as the “Two Hundred Years’ Goals” and the “Chinese Dream”. However, in order to reach the “Two Hundred Years’ Goals” China faces great challenges, and even risks. The presentation will explain and analyze the main challenges faced by China. Meanwhile, the speaker tries to summarize and evaluate the policy priorities to meet these challenges taken on by the Chinese government. weniger

The Chinese Belt-and-Road Initiative (BRI) receives much public attention, as did China’s engagement in Africa in the mid-2000s. Exotism of the “Silk Road” narrative might be one reason for media attention in the West. Yet, in international discussions, the vast sums of money pledged for the initiative and massive Chinese public support play a major role. The narrative and amounts of money, however, also cause concern, both in those countries predominantly targeted by BRI, and in Africa, where some observers fear being outpaced by BRI and pushed (back) into a marginal position. In order to assess these fears, we need to understand the BRI and China-Africa narratives, their main protagonists and mechanisms for implementation.
The presentation will unpack BRI as well as the Forum on China-Africa Cooperation (FOCAC) and compare mechanisms that should stimulate actors into engagement. The engagement can be presented as peaceful engagement for mutual development or increasing strategic engagement for larger, geopolitical purposes. The focus is on institutional arrangements and particularly business actors as transnational agents (or not) of BRI and FOCAC. What are the interests of the business community and which parts? How do these sit with the political intentions of BRI and the official mechanisms (funding and institutional arrangements) in place?
The main argument of the presentation is a policy learning on the Chinese side: officials build on experiences in Africa for their broader narrative. However, learning is limited to regulating and incentivising a certain segment of the business community. Ultimately, BRI serves as the catch-all narrative for a “globalization with Chinese characteristics”, thereby encompasses China’s Africa engagement while, at the same time, shifting emphasis.

At a joint event together with Lijie Gao, Institute of Urban Environment of the Chinese Academy of Sciences, both are going to give a guest lecture to which we cordially invite you.

Abstract (Kenneth Tan)
It is useful to think of contemporary Singapore, for all its complexity, as having a dual nature: Singapore is simultaneously a small postcolonial multicultural nation-state and a cosmopolitan global city of the top rank. This duality has produced a dynamic variety of contradictions and tensions, which have made all the more challenging the task of keeping the authoritarian Singapore system stable, durable, and successful. For one thing, the state has had to exert continuous effort to contain, rather than resolve, these contradictions in a pragmatic (that is to say, adaptive and undogmatic) fashion, whilst directing the public narration of a coherent and persuasive story that is acceptably meaningful and even inspiring to Singaporeans and other countries looking for ideas, role models, and partners for development and governance. This balancing act partly involves an internal process of nation building, but it is also achieved through more commercially motivated and outward facing efforts at nation and city branding. Both sets of processes contribute to Singapore’s capacity to influence foreign affairs, if only for national self-preservation. For a small state with resource limitations, this will mainly be through the exercise of soft (persuasive and attractive) power, which – when strategically combined with hard (military and economic) power – gives Singapore what former Harvard Kennedy School dean Joseph Nye (2013) called ‘smart power’. In this lecture, I analyze the increasingly multivocal and contested nature of the Singapore narrative – undergirding its national identity, brand, and soft power – by adopting a critical-analytical approach, inspired by Antonio Gramsci, which is centred on the notion of ideological hegemony.

Kenneth Paul Tan is an Associate Professor at the National University of Singapore’s (NUS) Lee Kuan Yew School of Public Policy, where he has taught since 2007 and served as its fourth Vice Dean for Academic Affairs from 2013 to 2017. He has published in leading international journals such as Asian Studies Review, Critical Asian Studies, International Political Science Review, and positions: asia critique. His books include Governing Global-City Singapore: Legacies And Futures After Lee Kuan Yew (Routledge, 2017), Cinema and Television in Singapore: Resistance in One Dimension (Brill, 2008), and Renaissance Singapore? Economy, Culture, and Politics (NUS Press, 2007). His forthcoming book is titled Singapore: Identity, Brand, Power (Cambridge University Press).

Abstract (Lijie Gao)
Despite the significant environmental problems resulting from China’s rapid economic development, the country is actively seeking solutions. Since the 1980s, the theory and practice of modern ecology in China have developed rapidly (Ma and Wang, 1984). A relatively complete set of theory, methodologies and plans for the construction of ecological cities guided by the socio-economic-natural complex ecosystem theory has been formed, providing theoretical and practical foundation for ecologically oriented sustainable construction beginning from 1990s. In practical phases, demonstration projects such as the Ecological Cities Construction Demonstration Zones accrediting different level of cities, towns, districts and development zones are effective incentives to facilitate sustainable development at local level, often all translated as eco-cities in China. At the other hand, international cooperation projects with government support, and paired with foreign involvement, with planners, architects after 2000s also flourished. With the new concept of Ecocivilization put forth, political and cultural dimensions of development are addressed. Some regions, such as Karamay, Guiyang, and the Minhang Development Zone, have been leaders in the implementation of the Ecological Civilization development model, and their experience offers valuable lessons for other regions in China as well as for other developing countries. During these theoretical evolution and trend of sustainable urban construction, a series of financial and political support policies supports from home and abroad has generated positive results nationwide, lessons are also learned through the process of these innovative ecological exploration. In this lecture, based on introducing sustainable urban construction trials, I will try to give a picture of their processes, challenges, institutional structures, development modes and approaches.

Dr. Lijie Gao from the Institute of Urban Environment of the Chinese Academy of Sciences who is currently on a DAAD PostDoc Fellowship at the Institute of City Planning and Urban Design at the University of Duisburg-Essen. Ms Lijie Gao has worked as a postdoctoral researcher with the focus on „Ecological-Sustainable Planning and Assessment” for several years with her main research interests in Sustainability; Low Carbon Development; IndustrialEcology; Urban Ecology. Her projects were awarded with several prestigious grants such as the National Natural Science Foundation China or the Foreign & Commonwealth Office’s Strategic Programme Fund (SPF). Her works has been publish in several peer-reviewed journals, monographs and edited volumes.

Abstract
It is hard to put in place effective regional institutions if there is no shared agreement over what the region actually is (or should be). And despite the longevity of ASEAN, it’s fair to say that one characteristic of region building in Asia is competition to define the regional space in ways that best suit the interests of major powers. One consequence is the promotion of a range of regional projects which individually and collectively do not have a particularly good track record in providing either regional public goods or effective regional governance. But are understandings of what regionalism should look like and do still overly shaped by European experiences and theorising? Does regional governance have to be provided by an overarching regional institution? Or can operational methods of dealing with different shared transnational problems instead be provided on an ad-hoc and functional basis?
Indeed, does the existence of a regional body designed to deal with one transnational concern actually get in the way of finding working solutions to problems in different issue areas?
An analysis of different types of regional processes and initiatives in East Asia reveal five different stories of region – stories that end with conclusions about success and effectiveness that vary depending on what it is that is being studied (regional governance or regionalism) and perceptions of the geostrategic price worth paying for building transnational solutions. And the consequences of the rise of China looms very large in all five of these regional stories.

Shaun Breslin is Professor of Politics and International Studies at the University of Warwick. He is also co-editor of The Pacific Review, Senior Associate Research Fellow at ISPI in Milan, and an academician of the UK Academy of Social Sciences. He currently holds a Leverhulme Major Research Fellowship to study the nature of China as a Great Power. Shaun’s research focuses on the interplay between China’s domestic political economy and China’s changing global role, with a side interest in comparative studies of regional integration processes. weniger

Abstract:

The importance of social innovation in successfully addressing social, economic, political and environmental challenges of the 21st century is recognised not only within the Europe 2020 strategy but also on a global scale. However, despite this growing awareness of the significance of social innovation, there is still no sustained and systematic analysis of social innovation, its theories, characteristics and impacts. As a novel approach to address complex problems in global health, social care, education, energy, and environmental policies, social innovation has been embraced by stakeholders and communities on the local, regional and even national level.

But what are the conditions under which social innovations flourish? Who are the stakeholders and in what capacity do they understand and develop social innovation? How do social innovations diffuse and lead to social change? What are the challenges for a comprehensive innovation policy, which focuses on new participation structures, empowerment and human resources development as basic conditions for social innovation?
In light of increasing importance of social innovation the presentation looks at the theoretical concepts, areas of empirical research and observable trends in the field of social innovation on a global scale. On the basis of the results of the global research project SI-DRIVE it gives an overview of the current situation and the perspectives of social innovation research.


Biography:

Prof. Dr. Jürgen Howaldt, born 1960 is director of Social Research Centre at TU Dortmund University and professor at the Faculty of Economics and Social Sciences. He is an internationally renowned expert in the field of social innovation. He has consulted German as well as European policy-makers and has also presented his concept of social innovation in all parts of the world. In 2011 he was one of the organizers of the international conference “Challenge Social Innovation” in Vienna.
He is member of the Science Forum Ruhr and of the committee of the Waterloo Institute for Social Innovation and Resilience (Canada); Affiliate of SIERC (Social Innovation and Entrepreneurship Research Centre, Massey University, New Zealand); Co-founder of the European School of Social Innovation; Expert of the German Federal Chancellor’s Dialog for the Future; Scientific Coordinator of the global research project SI-DRIVE, funded within the 7th Framework Programme of the European Commission. Since 2016 he is member of the Expert group of the German Rector’s Conference “Innovation und Transfer” and the editorial board of the European Journal of Workplace Innovation. weniger

Abstract:
The East Asian region and in particularly Japan, Taiwan, Korea and the PRC have developed successfully through a distinct developmental state-led model that is based on investments and export orientation. In the comparative political economy literature, this development model is referred to as “East Asian capitalism” highlighting similarities in the region and differences with Western liberal models of capitalism in the US as well as coordinated varieties in continental Europe. Indeed so far the hyper-globalization thesis that all countries would converge towards one best practice model of (neoliberal) capitalism have been wrong. This does not mean that the East Asian growth model is unchallenged and without problems. On the contrary, declining growth rates, high debt levels, increasing social inequality, environmental degradation, political corruption and weak civil societies are impeding the transformation of East Asia towards a balanced, sustainable and equitable future. Is the path dependency of a previously successful development model impeding progress in the region?

Biography:
Thomas Kalinowski is a professor of Political Science at the Graduate School of International Studies at Ewha Womans University in Seoul, Korea. He is teaching International Political Economy, Comparative Political Economy, European Integration, International Organizations and Development. After receiving his PhD from Freie Universität Berlin in 2004 he was a lecturer at Humboldt University Berlin, a postdoctoral fellow at the University of California in Berkeley and a visiting assistant professor at Brown University. Recent publications include works on the political economy of financial crisis and crisis management, global governance, the global role of East Asia, the diversity of capitalism and the transformation of the East Asian developmental state. Jeffrey Wasserstrom will place China’s resurgence and the way it is altering the international order into historical perspective. Unlike what is often done, the lecture refrain from revisiting the era of the Silk Road or the late Ming or early Qing eras. Instead, Jeffrey Wasserstrom will compare and contrast the situation today with that at the end of the nineteenth century and beginning of the twentieth century when China’s situation was at a low point and the powers on the rise included Japan, Germany, Russia and, above all, the United States.

Because of the wide coverage of social security, Chinese government received the‘2014–2016 Outstanding achievement award of social security’ rewarded by ISSA (International Social Security Association, Geneva). Until the end of 2016, China’s Pension System covers more than 888 million people. Among them, about 379 are covered by the urban employees’ scheme, others are covered by residents’ scheme which is highly related to Hukou. However, these two schemes are very different from each other. Besides, contribution, benefits and fund differences between different areas in China are huge. This study will (1) introduce different schemes of China’s pension system. (2) present the challenges that China’s pension system facing from four perspectives: coverage, adequacy, multi pillars and sustainability. (3) analyze the reasons of the above challenges. (4) show what the Chinese government has done. (5) propose possible solutions.

Peng Guo, PhD is Senior Lecturer of Public Administration at China University of Labor Relations, Beijing.
Her PhD studies (2008-2011) were at the Chinese Academy of Social Sciences (CASS), Beijing (Thesis: The Comparative Political Economy Analysis of Pension Privatization).
Her research focuses on pension administration, management and reform in China, transnational actors and their influence on pension, pension comparison between China and Japan. She has joined many co-research programs with the Ministry of Human Resources and Social Security of China, and has rich experiences in research on China’s pension management system.
She is a member of China Association of Social Security, and China Association of Work Injury Insurance. She is also the Chinese Representative of OECD Pension Expert Meeting in Asia/Pacific Region since 2013.

Based on fieldwork in Shandong province, this talk focusses on a group of peasant or barefoot lawyers that seek to employ the law "as a weapon" and for "giving peasants a voice". It explores their biographical backgrounds, motivations and tactics, and their changing relations with government officials and fellow villagers. It will argue that in order to understand the relation between law and justice in rural China, we need to go beyond the court room and actual court cases. Instead we need to focus on the working of law as a new language of civilisation, as a platform from which to speak truth to power, an ideal of justice against which injustices are being measured, and as a tool for rebalancing relations with authority. weniger

Huamin Peng ist Professor of Social Policy and Social Work at Nanjing University and Vice Executive President of China Social Welfare Academy. She is going to visit the IN-EAST from October 30 to November 12, 2017.

Abstract
Education is a significant component in social welfare and social development. There are 284.52 million of children (age 0–14), 1/5 of the total population in China. From 1949 to now, the goal of child welfare in China was to reduce social inequality. However, for various reasons, social welfare was highly unequal. Large number of children faced limited welfare resources, school dropping and loss of dependable support. This study investigates the interconnected variables in the inequality in the distribution of educational as welfare resources for child education at regional and economically developed areas of China. This study posed the research questions as:
(1) What is the relationship between Chinese child population distribution and regional economic development imbalances?
(2) What is the symptoms of unequal regional distribution of child educational welfare resources?
(3) What is the relationship between the unequal distribution of educational welfare resources and regional economic development?
Results demonstrate that the spatial hierarchy with hukou system continues to differentiate the welfare resources and services causing unequally distribution in the children educational resources. North and East parts of China, where economic development is very high, provides better educational welfare resources. Whereas, at North-east and Central parts it is found moderate level, while the South-west and North-west areas are underdevelopment and due to that the educational welfare resources are also not adequate. This research reveals that the planning for the distribution of resources for child education in China not only generates useful insights about the disparity but also influences children educational acceptance. This complements in the refinement of educational policies and suggest the solution in solving the unequal distribution of resources for child educational and welfare services.

Huamin Peng studied for a BA of Economics of Sichuan University, Chengdu in 1977, MA of Sociology of Nankai University, Tianjin in 1982, Ph.D. of Social Welfare of The Chinese University of Hong Kong in 2000. Her thesis title is Social Exclusion in the Welfare Triangle: An Empirical Study on the New Urban Poverty Community in China.
She is Professor of Social Policy and Social Work, Dean of the School of Social Development and Social Work Research, Director of the MSW Education Centre, Nanjing University and Vice President of China Social Work Education Association (CSWEA), Vice Executive President of China Social Welfare Academy (CSWA).
Her research focuses on child social welfare, poverty reduction and social welfare system reform. In the past years, she has published over 120 papers. She has published in English, too, on several occasions. Because of her brilliant contribution, she achieved 2014 Outstanding Teaching Achievements of the Ministry of Education, 2014 Good Research Paper Award of Ministry of Civil Affairs for Outstanding Paper on Policy Theories and Practice, 2009 Best Research (Book) Award of the Ministry of Education.

Importation of foreign models is part of Brazil’s institution building story, owing to Portuguese colonialism, the presence of European countries, and the dominance of the United States, until the past century. After the transition to democracy and the New Constitution of 1988, the scenario started to change. The country developed important social policy innovations that rose to a national scale when the Workers Party (PT) took office. These innovations started to spread globally, and international organizations such as the World Bank and the United Nations began to recommend Brazilian social policies to developing countries. Examples of the “Brazilian way of social policy-making“ that have been transferred to different countries are Participatory Budgeting (PB), the Family Allowance Program (PBF) and the National School Feeding Program (PNAE). How did Brazil move from importing foreign institutions to becoming Southern countries’ reference on social policies?
The main argument of this article is that Brazil, while building itself as a rising power over the last two decades, developed new patterns of policy transfers that have so far been overlooked by the literature. By analyzing the engagement of the country on international diffusion of social policies, it was possible to identify different mechanisms that facilitate transfers. These involve a quest for international legitimacy, the role of “policy ambassadors“, the joint efforts of different national institutions, the reversal of relations with international organizations, the occupation of international positions in institutions, an policy transfer costs.
This article presents the results of research developed with qualitative methods, that gathered data from fieldwork that included 150 interviews, participant observation in more than 10 countries, and a set of official documents.

Abstract

A historical analysis of the Japanese (post)developmental state is offered, with a focus that is largely different from mainstream scholarship on this topic: the focus is on the marginalized, dislocated, and impoverished. Linking this view with notions borrowed from critical state theory, the argument is made that Japanese post-1945 developmentalism became possible by “de-nationalizing” radical social movements fighting for critical labor/poverty issues. This historical analysis is enhanced by field observations of innovative social-movement strategy in one Japanese region, Kanagawa Prefecture, in which “pro-homeless" groups transformed the local sphere of labor/poverty politics for the sake of the homeless and day laborers. Dr. Peng Lu (Institute of Sociology, Chinese Academy of Social Sciences) will visit our institute from July 23 to August 12, 2017
He earned his Ph.D. degree in Sociology at Tsinghua University in 2010, plus a visiting student experience at Yale University from 2007 to 2008. He worked at New York University Abu Dhabi (NYUAD) as a Postdoctoral Research Fellow from 2011 to 2012. He works in the fields of social stratification, business-government relationship, Chinese entrepreneurship, and comparative studies in post-communist and new emerging economies. He serves several vital academic posts, including secretary-in-general of Research Center for Private Entrepreneurs of Chinese Academy of Social Sciences, and under-secretary-general of Committee of Social Stratification and Social Mobility of Chinese Sociology Association. He is also the managing director of Chinese Private Entrepreneur Survey, a nationwide survey conducted every two years since 1993.

This study investigates the relationship between Evenki hunters and the state power of China under the process of modernization from 1950s onward. The fieldwork was conducted in Geden Village, the only hunting tribe within the Evenki Autonomous Banner/County, Inner Mongolian Autonomous Region, in northeastern China.

Through a field survey of 62 veteran hunters in Geden Village, the lecture attempts to lead the audience to understand how traditional Evenki hunting culture was engaged with the practice of state capitals during the period of the movements of people’s commune in 1950s, of the transformation to nomadic industry in 1990s, and of the implementation of modernization nowadays. weniger

Abstract:

This talk explores an especially thorny problem in China’s environmental governance, namely the poor state of ecosystem management. Partly due to stubborn barriers to cooperation between local governments, ecosystems that traverse administrative jurisdictions are routinely over-exploited and heavily polluted. In recent years, the state has established various trans-jurisdictional governance mechanisms and the talk focuses on one particularly significant development, the emergence of Ecological Function Conservation Areas (EFCAs). The fate of EFCA experimentation hinges on the central government’s willingness and capacity to sufficiently incentivize local governments to comply with measures to improve trans-jurisdictional management of ecosystems.

Biography:

Sarah Eaton is Professor of Chinese Economics and Society, Center for Modern East Asian Studies, University of Göttingen. Prior to arriving at Göttingen, she was an Associate Professor of Chinese Political Economy (2013–2014) at the University of Oxford’s School of Interdisciplinary Area Studies, an Assistant Professor in the Department of Political Science at the University of Waterloo (2012–2013) and a SSHRC Postdoctoral Fellow at the University of Oxford (2011–2012). She holds a PhD in Political Science from the University of Toronto (2011). Her research interests and teaching expertise centre on Chinese political economy, inclusive of its regional and global dimensions.

Her current research is concerned with various aspects of state capitalism in reform era China. She has also researched Chinese localities' efforts to forge new growth models in connection with the central government's recent "green" economic plans. weniger

This study explores the long-term stability of regional entrepreneurial cultures over extended periods. We employ provincial panel data from China documenting the regional distribution of entrepreneurial activities during the Ming Dynasty (1368–1644) and private firm activities in 1992–2012. The estimations confirm a significant association between the regional distribution of historical and current measures of entrepreneurship, supporting: 1) the long-term stability of distinct cultures, even with disruptive political changes; and 2) the adaptability of entrepreneurial activities to changing institutional arrangements and relative payoff structures. These results are robust to numerous alternative explanations, including geography, agglomeration advantages, education, and technology.

Abstract

This talk presents a general theory of social change that I have developed in my recent book entitled "Confucian-Legalist State: A Theory of Chinese History" published by the Oxford University Press. The theory is based on the premise that human nature has political, ideological, territorial and economic aspects, and humans compete for dominance and try to institutionalize the gains along these aspects. The bulk of the theory is to analyze how each of the four aspects of human nature has given rise to distinctive mechanisms and institutions shaping the contours of history. The empirical implications of the theory will be illustrated by the patterns of the world history, particularly the premodern history of China and Europe.

Biography
Dingxin Zhao is Max Palevsky Professor of Sociology at the University of Chicago and Qianren Jihuai Professor of Zhejiang University. He is also the director of the Center for Advanced Studies in Humanities and Social Sciences of Zhejiang University. His research covers the areas of historical sociology, social movements, nationalism, social change, and economic development. His interests also extend to sociological theory and methodology. Zhao has publications in journals such as American Journal of Sociology, American Sociological Review, Social Forces, Sociology, American Behavioral Scientist, Mobilization, Problems of Post-Communism and China Quarterly. He is the author Power of Tiananmen (2001) and the following four books in Chinese: Social and Political Movements (2006), Eastern Zhou Warfare and the Rise of the Confucian-Legalist State (2006), The Limit of Democracy (2012), and State and War: A Comparative Analysis of the Chinese and European Historical Development (2015).

Currently, Zhao is researching student nationalism and US-China relations. He has also started a project on historical sociology, which, based on a comparison with the European experiences, is intended to develop an empirically-grounded theory to explain the changes in state, military, economy and philosophy during China's Axial Age (722-221 BC), the unification of China under the Qin Empire (221-206 BC), and how the developments of this period shaped China's later history. weniger

Abstract:
This article compares the growth trajectories of Catholicism and Protestantism in the history of modern China and tackles the puzzle: Why did Catholicism, which maintained a big lead in the number of Chinese converts over Protestantism before 1949, become so lagged behind Protestantism today? The article identifies three crucial differences in the institutional features of the two religions. But it also shows that an argument that only examines institutional features is insufficient to explain the twists of the fate for the two religions. It argues the effect of the institutional features is contingent on the macro-structural conditions shaped largely by state politics. In other words, the growth trajectories of Catholicism and Protestantism changed less because their institutional features have changed significantly, but more because the institutional features played out differently under the political environment before 1949, under the Maoist regime, and under the post-Mao state, resulting in the different growth dynamics of the religions, leading to the eclipse of Catholicism by Protestantism in the post-Mao era.

Yanfei Sun received her PhD in sociology from University of Chicago in 2010. She is currently associate professor of sociology at Zhejiang University. Her research interests include sociology of religion and political sociology. In addition to religious changes in modern China, she also researches on religious movement, global expansion of Christianity, religious toleration, religious nationalism, and ethno-religious violence. weniger

Abstract
Understanding Welfare Stigma in China: An Empirical Study on the Implementation Effect of the Urban Dibao
In social assistance programmes, it is generally believed that applying the principle of selectivity leads to welfare stigma. Earlier studies have shown that the causes of welfare stigma differ from country to country. The object of this article is to explore how welfare stigma is generated in the most important social assistance programme in China – the Urban Minimum Living Standard Guarantee Scheme, or Dibao – in terms of both system design and individual characteristics. Analysis of data on Dibao, collected in 29 provinces in 2015, reveals that the poorest families perceive less stigma, and that this can be accounted for by the generosity of welfare benefits and other programmes attached to Dibao. In addition, welfare stigma is still fostered by the ways in which means testing is implemented. Stringent and complicated screening procedures determining eligibility lead to increased stigma.

Transnational Communicative Networks in South Korea’s Democratization Movement in the 1970s and 80s: focusing on the Japan-Korea Solidarity Movement
Transnational network studies in international relations, sociology, and history have grown rapidly since the 1990s. Research often tends to take a top-down (North-South) approach in which developed countries or international non-governmental organizations (INGOs) are assumed to “help” the developing ones. However, this one-way approach cannot fully explain the dynamics of transnational activist networks. This presentation aims to better understand such dynamics by focusing on the ‘communicative interaction’ among transnational actors of the “Japan-Korea Solidarity Movement,” formed by Korean residents in Japan (Zainichi) and progressive Japanese intellectuals, Christians, and activists to support South Korea’s democratization movement in the 1970s and 80s. In addition, this research examines the meaning and political implications of forming transnational networks with struggling others; transnational networks can work reflexively by problematizing the structural relationships among differently situated actors. weniger

Abstract
Heterogeneous memory capacity has been neglected in economics literature, though it may have profound economic implications. Adopting the concept of “memory utility” proposed by Gilboa, Postlewaite and Samuelson (2015), we explore the relationship between memory capacity and individual discounting behavior by building a simple two-period model and comparing its predictions with experimental data. Both theoretical and experimental evidences confirm that memory capacity and discounting rates are positively correlated.

Abstract
At the turn of the century, concerning about increasing social risks and social instability in contexts of globalization and marketization has caused the Chinese government to pay more attention to the balance between economic growth and social development. As a result, a ‘social turn’ occurred in China at the every early years of the new century, especially since the year of 2003. The ‘social turn’ has brought about a rapid expansion of social policy in China and the scope of social policy has broadened. In the recent a decade-odd, while many new social programs have been launched (beyond the occupation-based social insurance model), many old programs have expanded their coverage, especially the social insurance programs. With the broadening of the scope of social policy, trends associated with universal coverage are apparent, for instance, coverage of the health insurance was almost universalized. Accordingly, overall social expenditure has increased gradually.
Meanwhile, many new approaches and innovations were suggested to implement social policy. To conclude, China has elevated the importance of social policy in its policy portfolios. Based on the review of the recent social policy expansion and the development of social protection system in China, this presentation will describe the process of the welfare state rebuilding in China, explore its dynamics behind, and discuss the nature and future of the emerging welfare state in China.

About the lecturer
Kinglun Ngok is the Pearl River Scholar Distinguished Professor of Social Policy at School of Government/Centre for Chinese Public Administration Research, Sun Yat-sen University, Guangzhou, China. Prior to joining Sun Yat-sen University in 2004, he taught at Department of Public and Social Administration, City University of Hong Kong where he completed his PhD. His current research interest is social policy, social insurance, and social services. He is the founding director of the Institute for Social Policy at Sun Yat-sen University. His publications have appeared in journals such as Social Policy and Administration, Social Policy and Society, International Review of Administrative Sciences, and Australian Journal of Public Administration. His English books include Social Policy in China: Development and Wellbeing (2008, Policy Press), Welfare Reform in East Asia: Towards Workfare? Abstract
We provide the first direct experimental comparison of auctioneer behaviour in English auctions with a reserve price and the English auctions with renegotiation, two popular methods of procurement. In our experiment, the auctioneer in these two mechanisms have systematic bias to deviate the theoretical prediction. We find that a transformed probability model ideally indicates where the deviations in the two mechanisms come from. Auctioneer's choose reserve prices consistent with maximization of a utility with transformed conditional probability of executing reserve prices, while they choose take-it-or-leave offers as though they distort Bayesian posterior probabilities of executing offers. To test the robustness of our model, especially, by considering of an alternative behavioural model with anticipated regrets, we then show in a subsequent experiment that the auctioneer's expected benefit is well estimated by transformed probability model rather than the other in an environment in which the distribution of seller's cost is right skewed.

She received a Ph.D. in Economics and earned a M.A. degree in Finance from Xiamen University in China, where she stayed seven years. Her research interests include Experimental Economics, Behavioral Operation Management, and Game Theory. Her main research focus is the relationship between buyer and seller in procurement, including prosocial behaviour and negotiation protocols which could contribute to the efficiency of a supply chain; auctioneer’s systematic bias in optimal auction mechanism as well as laboratorial investigation for the efficiency of the practical auction formats. The higher education and research field in China, like in many other places, have undergone tremendous internationalization in the two decades. For a long time, China has been the source of the highest number of students who study abroad. It has also recently become one of the most popular destinations for international students. Student and staff mobility is only one facet of the internationalizing higher education field. Academic programmes, in the form of transnational education, are also increasingly mobile, through which academic credential can be acquired by students ‘at home’ (in China in this case) through an international (and ostensibly mobile) institutional provider. In the Chinese national discourse, education/academic mobility and transnational education are framed as a development strategy in the globalized knowledge economy.

Drawing on a series of qualitative research projects conducted the past ten years, this seminar maps out the key trends in the increasingly internationalizing education and research field in China. Framed with the ‘politics of mobility’ concept, it illustrates how mobility is a privilege for some but also burden to the others, and that the impact of mobility is unevenly distributed. As such, the presentation highlights the opportunities and risks of this development strategy.

Digital Oral Narrative of Political Activism in Japan

ABSTRACT In the years since the disasters of March 2011 in Japan, we have seen extensive local activism throughout Tohoku around issues of radiation, and the largest and most spectacular demonstrations in Tokyo since ANPO in the 1960’s and 1970’s. Youth have been at the center of many of these direct actions, including different 'anti-nuke' groups and more recently, 'anti-war’ groups, and especially SEALDs (Students Emergency Action for Liberal Democracy). While impressive in both scale and coordination, most of what is happening on the ground does not fit our established models of 'social movement’ as well as being a challenge to more established representations of Japanese civil society. Academics and activists are now trying make sense of this rise of 'non-movement' activism and to chart how a politics of survival in Tohoku become a normative politics of the popular in Tokyo. This talk, based on fieldwork and video interviews collected continuously since 2011, is a first attempt to sort out these shifts in terms of their institutional connections, rhetorical focus, performative repertoires and presence on both mass and social media.

Jianxing Yu is Professor of Political Science and Public Administration, Associate Dean of the College of Public Administration, Director of the Institute for Civil Society Development and Executive Director of the Center for Public Policy at Zhejiang University, Hangzhou.
He was a visiting professor at the University of Duisburg-Essen in 2011, Arizona State University in 2006 and 2008 and University of Edinburgh in 2004. Abstract:
Intergenerational support between parents and children in Chinese cities has been dramatically affected by recent social changes. This paper investigates the changing pattern of intergenerational housing support between retired old parents and their children, and the legacy of public housing in shaping this pattern. By initially establishing an up-to-date picture of intergenerational housing support between retired old parents and their children, it seeks to determine how this support depends on whether parents have previously been allocated public housing and, if so, on whether they have disposed of it or have continued to occupy it. A survey with 1000 retired old people from Tianjin in 2009 is used for the analysis. A support flow model is used to go beyond studying housing support per se, and to study the flow of intergenerational support in both directions and in different forms.

Abstract:
In this talk, I will argue that the past three decades or so have seen what arguably amounts to the greatest and most dramatic transformation in history, ushering in what I call the Age of Global Modernity. I will also argue that most of the change behind the breakthrough of Global Modernity is spatially concentrated in Asia, especially in East Asia. To substantiate these two claims, I will first present data supporting the notion of the relatively recent onset of the Age of Global Modernity and then show, in a second step, how (East) Asia has contributed to this development. In a third step, I will draw some conclusions as to the likely consequences of the breakthrough of Global Modernity.

Volker H. Schmidt
Professor of Sociology at the National University of Singapore. He is author or co-author of six books and editor or co-editor of another four volumes, and has published over 70 journal articles and book chapters in English and German. His main areas of specialization are the sociology of justice, social policy, social theory, and global change (with a special emphasis on East Asia). He was a Fellow at the Center for European Studies, Harvard University (1997/98), at the excellence cluster on "Religion and Politics in Modernity", University of Münster (2008/09), at the Center for Interdisciplinary Research, University of Bielefeld (2013/14), and at the Center for Advanced Studies in Bioethics, University of Münster (2013/14). His most recent publications include the book Global Modernity: A Conceptual Sketch, Palgrave Macmillan (2014).

Title: The Changing Credibility of Institutions: How Household Registration Systems (Hukou) in China and Taiwan Define Immigrants’ Social Benefits

Abstract
Hukou is one of the enduring institutions that defines social citizenship of the residents/immigrants in China. While much discussion focuses on the Chinese case, still little attention is paid to the system in Taiwan, let alone a comparison of the both. This article seeks to enrich the discussion of the two hukou systems in terms of their functions in determining the access of cross-strait immigrants to the social benefits of the respective host countries. Drawing on the “credibility thesis”, the analytical locus is placed on the continuity and change of institutional functions underlying the apparent persistence of institutional forms. When granting/withholding immigrants the access to local social benefits, hukou systems fulfill several functions: firstly, the symbolic dimension, in which immigrants from both sides are (artificially) regarded as citizens of a divided nation rather than two separate states; secondly, the substantial dimension that defines the scope and extent of social benefit entitlements granted to the immigrants in concern; and finally, the management dimension that allows room for considerable administrative discretion in adaptation to various circumstances arising from the unsettled cross-strait relations. Often times, realization of these various functions is in loggerhead with one another, compounded by conflicts in identity politics regarding Chineseness or Taiwaneseness – with repercussions for the generosity/rigidity of social inclusion for the cross-strait immigrants. Evidence underpinning the theoretical elaboration stems from the analysis of legal documents regulating the social rights of immigrants in China and Taiwan, supplemented by the historical traces of the politics of cross-strait migration and institutional changes of the hukou systems. The final findings should shed light on the mechanisms facilitative/restrictive of the hukou regulations in China and Taiwan, highlighting the puzzling phenomenon that the both hukou systems are gaining in significance in steering the cross-strait migration in a time when their functions in regulating domestic migration are changing, if not weakening.

His fields of research include comparative social policy with particular regional focus on Mainland China and Taiwan, EU social policy. He has published papers in several journals including the Journal of Social Policy, Social Policy & Administration, Policy & Politics, International Journal of Social Welfare. "Tightening the Silk Road Belt: Challenges and Opportunities"

In late 2013, an updated model of interaction between China and Eurasian countries was officially proposed by the Chinese leadership. As a part of this new strategic model, the Silk Road Economic Belt was presented to strengthen transcontinental links between the actors on bilateral and multilateral levels. The talk will focus on challenges and opportunities the project creates for prospective participants as well as on its possible implications for economic and political development in Eurasia. The discussion will also address the questions usually overlooked in official discourses: the perception of the Chinese initiative in the involved states, security concerns, and the limits of cooperation.

About the lecturer:
Dr. Maria Danilovich is a specialist on Chinese foreign policy and security issues in Central Asia, affiliated as a senior lecturer and researcher at the Department of International Relations, Belarusian State University (Minsk). During her PhD and ongoing research, she has done extensive field work in different regions of China and the Central Asian states. She is an author of articles, book chapters, and academic courses on Chinese strategies in Central Asia, regional conflicts, and the Shanghai Cooperation Organisation.

Abstract
New concepts for sustainable mobility are now emerging almost every month somewhere on the world. Amongst them are all forms of electrification – eMobility, shared and collaborative economy, crowd and open approaches. Most of them are innovative on one or more fields. The talk briefly introduces the context of “sustainability” and “mobility”, before diving into the details of some concepts’ realisations by DLR and others. These projects comprise shared electric vehicles, real-time traffic information, and traffic light optimization in Hefei, Anhui, and Shanghai, as well as in Germany. The support of DLR’s Technology Marketing department is shown exemplarily, not to forget standardization efforts in national and European boards.

Wolfgang Niebel graduated from Dresden University of Technology in 2007 with a diploma in Transportation Engineering. During his university time he did internships in different public transportation companies, and attended lessons at the University of Architecture and Civil Engineering in Sofia (Bulgaria) for one year. He was also a transportation and urban development consultant to and member of the city council of Jena, his home town.
Wolfgang Niebel has been working at DLR since 2008, specializing in evaluation and Intelligent Transportation Systems (ITS). As of 2016 his professional focus turned to innovative public transportation again.

Abstract
Knowledge diffusion in regional innovation systems is considered as a necessary prerequisite to spur innovation and economic performance of the actors involved. The conditions under which actors exchange knowledge in an efficient way are still not fully understood. In this paper we apply an agent-based simulation approach to answer the following two research questions: first, how can a decision maker ensure that investments in knowledge acquisition and competence development are effective? Second, how do entrepreneurial activities in a regional innovation system affect knowledge diffusion efficiency? Preliminary simulation results show that very specific and one-dimensional knowledge acquisitions strategies can have major drawbacks, especially in the long run. The particular characteristics of knowledge necessitate a well-balanced strategy acknowledging a mix of different knowledge sources to foster innovation and knowledge creation. In this context, our results show the importance of tailored policy measures

While there is considerable experience accumulated in the field of innovation policy in developed economies, much of this is not directly applicable to developing countries due to the nature of the characteristics these countries have. The situation is rendered more complicated because the “developing world” presents very diverse situations in terms of levels of development, culture, institution etc. The lecture tries to discuss the nature of innovation in developing countries and the potential synergistic effects which exist or might emerge among different aspects during the innovation process.

Alfred Schipke, Senior Resident Representative for China, International Monetary Fund (IMF), delivered a keynote speech at a meeting of experts and young academics.
Schipke presented a frank and only partly optimistic picture of the contemporary economic situation in China and the various challenges faced by China's economic policy makers. While the reform of the state-owned enterprise sector remains to have highest priority, some important success have already been achieved with regard to a rebalancing of the external sector as well as a strengthening of the services sector as the new pillar of the economy.

The conference and Ph.D. workshop on “Institutional economic perspectives on “One Belt One Road” and Innovation in China and Europe” was hosted by the University of Duisburg-Essen and took place on October 05-08, 2016. The event was co-organized by the Mercator School of Management (MSM), University of Duisburg-Essen and the Center for Economic Development Research (CEDR), Business School, Wuhan University.

Title of the Guest Lecture: How to organize creative working time – An experimental evaluation of the impact of schedule autonomy on creative and routine job performance in corporate innovation programs

Abstract
Companies have long used various approaches for organizing employees’ time related to creative and routine tasks as a means to improve their innovative performance. In this paper, we examine how work schedule autonomy affects individuals’ creative and routine performance. We then evaluate noncommissioned time models, which have also come to be known as corporate innovation programs. Results of a laboratory experiment reveal that while average routine performance is strongest in the absence of schedule autonomy, the effect of schedule autonomy on creative performance depends on the subject’s impulsiveness. We find an inverse relationship between schedule autonomy and creative performance among subjects of low impulsiveness, and a positive relationship between schedule autonomy and creative performance among highly impulsive subjects. Whereas highly impulsive individuals seem to enjoy schedule autonomy, non-impulsive individuals seem to dislike it. We discuss implications of these findings for optimal management practice.

Alessandra Cappelletti (born 1976) is Adjunct Professor of International Relations of East Asia at The American University of Rome. She is joining the IN-EAST and the KHK/GCR21 from October 2016 until March 2017.

Cappelletti’s areas of expertise: Anthropology, Sociology and International Relations. In particular, Alessandra’s research interests range from the micro-perspective of development inequalities to the macro-dynamics of transnational ties and power relations among countries, with a particular attention to the impact of internal policies of East Asian countries on their international relations.

Abstract
The speech reviewed the evolution of development thinking and the development performance in developing countries, especially in China, since the end of World War II and proposed the new structural economics (NSE) to replace structuralism and neoliberalism as the third edition of development economics. The NSE highlights that economic development is a process of technological innovation and industrial upgrading, which increases labor productivity, and of improvement and adaption in hard and soft infrastructure, which reduces transaction costs. The NSE argues for a developing country to have an efficient market and an enabling state to facilitate industrial upgrading and structural transformation according to a country’s comparative advantages and to tap into the potential of advantage of backwardness to achieve inclusive and dynamic growth and transformation.

Das chinesische Wirtschaftswunder

[17.08.2016] Lange hatte China sehr hohe Wachstumsraten, galt als Motor der Weltwirtschaft. Wie dies gelang, erläutert der ehemalige Vizepräsident und Chefökonom der Weltbank: Prof. Justin Yifu Lin kommt am 31. August um 18 Uhr in das Duisburger Lehmbruck Museum; eingeladen haben ihn das Institut für Ostasienwissenschaften (IN-EAST) der Universität Duisburg-Essen (UDE) und das Konfuzius-Institut. Sein Vortrag zur Strukturökonomik und Entwicklung Chinas richtet sich an alle Interessierten.

Unter dem Titel „New Structural Economics: The Third Wave of Development Thinking – Understanding the China Miracle“ schlägt Justin Yifu Lin einen Bogen vom Ende des Zweiten Weltkriegs bis heute. Der Direktor des Zentrums für Neue Strukturökonomik und Dekan des Instituts für Süd-Süd-Zusammenarbeit an der Universität Peking erklärt den Weg von Entwicklungsländern, speziell den von China.

Für ihn ist die neue Strukturökonomie (NSE) ein vielversprechender Ansatz, wenn Länder ganz vorn mitmischen wollen: Demnach soll ein Entwicklungsland vor allem jene Industriezweige fördern, die komparative Kostenvorteile in der globalen Arbeitsteilung bieten – verglichen mit den technologischen Geberländern. Bei wachsendem Devisengewinn und einem verbesserten technischen Wissen könne man sich anschließend auf technologieintensive Branchen konzentrieren.

Justin Yifu Lin war von 2008 bis 2012 bei der Weltbank. Zuvor gründete und leitete er an der Universität Peking das China Centre for Economic Research.

Abstract
We study four major high-tech start-up ecosystems in East Asia: Tokyo, Seoul, Suzhou and Chongqing. Our case studies of these start-up ecosystems reveal that they differ in various important aspects from their Western counterparts. They are located within very large urban agglomerations. Consequently, start-up firms are co-located with many leading domestic and international firms, and research institutions. However, the networks with these partners tend to be relatively weak and segregated. Government support is strong and results in broad financial assistance for start-ups. We also find differences in the growth and internationalization of the four East Asian start-up ecosystems which can be related to features of the national economies they are located in. Overall, our findings suggest that studies of start-up ecosystems need to consider their regional institutional and cultural context, as there are strong differences between Western and East Asian countries. weniger

The IN-EAST School of Advanced Studies is pleased to announce that Gaurav Raheja, Associate Professor, Department of Architecture & Planning,Joint Faculty, Centre for Excellence in Transportation Systems, Indian Institute of Technology (IIT) Roorkee, India is currently visiting the IN-EAST School of Advanced Studies.

Abstract
This presentation shall bring to light a perspective on accessibility planning and interventions for people with disabilities in major transit terminals in urban context. It is founded with a larger aim of including diversitiy of mobility perspectives in these transport terminals including infrastructure, information and services. Revisiting and interpreting the concepts of disability and accessibility, it intends to share experiences from live consultancy projects of conducting accessibility audits of Indira Gandhi International Airport (Terminal – 3), New Delhi and New Delhi Railway Station as a key access consultant. The basic philosophy of accessibility as an after thought and the changing meaning of mobility with human and urban perspectives becomes part of the discussions. It shares narratives of on ground realities, with governmental policy frameworks in Indian context as an experience of making urban mobility seamless, accessible and inclusive for all. It is most likely that an extended discussion becomes valid and relevant to a perspective of evaluating urban spaces and transit systems for accessbility planning and human inclusion as a broader subject in ideating smart urban futures.

About
Dr. Gaurav Raheja is an Associate Professor of Architecture at the Indian Institute of Technology (IIT), Roorkee with over 10 years of teaching and research experience. His key area of research interest includes accessibility planning, universal design, inclusive systems, human-space studies and visual methods of research. He is a recipient of the Mphasis Universal Design Award in 2010, conferred by NCPEDP, India. He is currently visiting Germany as a DAAD Faculty Exchange Scholar 2016 as Visiting Professor in collaboration with T U Darmstadt, TU Berlin and University of Duisburg-Essen.

He serves as an Expert Member in various national committees in Ministry of Urban Development and Ministry of Social Justice and Empowerment, Govt. of India. Dr. Raheja is one of the co-authors of the Universal Design India Principles, copyrighted and released in 2011. He is a keyconsultant to the Ministry of Social Justice and Empowerment, Govt. of India for developing accessibility plans for some of the prestigious projects including Prime Minister’s Office, New Delhi Airport, New Delhi Railway Station, etc. His doctoral research cited in World Disability Report 2011, published by WHO & World Bank, offers an insight into creation of Enabling Rural Built Environments using Universal Design approach.
He carries avid interest in visual methods of urban studies, explorations, photo narratives, human-space observations and design pedagogy. Also, he is currently the manager of ‘Anushruti’, a social initiative of IIT Roorkee for educating children with hearing impairments. weniger

This talk introduces a current research project of Prof. Xuegang Zhou that analyzes patterns of spatial mobility in a large Chinese bureaucracy. He proposes a theoretical model of stratified mobility and discuss its empirical implications. The rest of the talk reports some preliminary findings on these patterns and considers their implications for governing China.

About
Xueguang Zhou is the Kwoh-Ting Li Professor in Economic Development, a professor of sociology and a senior fellow at the Freeman Spogli Institute for International Studies of Stanford University. His main area of research is institutional changes in contemporary Chinese society, focusing on Chinese organizations and management, social inequality, and state-society relationships.

One of Zhou's current research projects is a study of the rise of the bureaucratic state in China. He works with students and colleagues to conduct participatory observations of government behaviors in the area of environmental regulation enforcement, in policy implementation, in bureaucratic bargaining, and in incentive designs. With colleagues and students, he also studies patterns of career mobility and personnel flow among different government offices to understand intra-organizational relationships in the Chinese bureaucracy.

Another ongoing project is an ethnographic study of rural governance in China. Zhou adopts a microscopic approach to understand how peasants, village cadres, and local governments encounter, and search for solutions to, emerging problems and challenges in their everyday lives, and how institutions are created, reinforced, altered, and recombined in response to these problems. Research topics are related to the making of markets, village elections, and local government behaviors.
His recent publications examine the role of bureaucracy in public goods provision in rural China (Modern China, forthcoming), interactions among peasants, markets and capital (China Quarterly, forthcoming), multiple logics in village elections (Chinese Social Science 2010, with Ai Yun), and collusion among local governments in policy implementation (Research in the Sociology of Organizations 2011, with Ai Yun and Lian Hong; Modern China, 2010).

Before joining Stanford in 2006, Zhou taught at Cornell University, Duke University, and Hong Kong University of Science and Technology. He is a guest professor at Peking University, Tsinghua University, and The People's University of China. He received his PhD in sociology from Stanford University in 1991.

According to the recent “Robot Revolution Realization”-initiative of the Abe Cabinet, Japan is expected to lead the implementation of service robots into everyday life, especially in the field of elderly care, and become “world’s most advanced robot showcase“ as a “robot barrier free society”. Due to an allegedly “natural” relation-ship to material objects – including robots – a high acceptance of robots as technical tools for elderly people in Japan is expected. While this has still to be proven, it has been concluded, that more discussions on what kind of robot technology tools are desired by future users (caregivers, elderly people, physicians, disabled persons etc.), which prices they are willing to pay and which societal change could occur due to their implementation are needed.

After an overview of the governmental “Robot Revolution Initiative”, the paper will then introduce critical views on recent social robotics’ promotion with a special focus on the quest for a “roboethics” movement in Japan. What initiatives have been taken so far to implement ethical concerns as well as user interests into the development of service robot technology (best practice examples)? How are risks of the further implementation of service robot technology into everyday life assessed? Is it possible to overcome the “retrospective engineering approach” only to learn from mistakes of the past and instead take a “proactive approach to treat socio-ethical problems of robotics” (Honda 2013) as a responsible innovation-process?
By discussing these questions and other aspects of the interdependence of scientific-technological and societal change in Japan, the paper also aims at initiating a debate on the methodological approach of Science and Technology Studies for Japanese Studies scholarship.

Territorial Urbanization and the Party-state in China: Economy, Politics and Exigencies of the Mao Era

This seminar introduces territorial urbanization in China through the historical conditions and research design problems of the Chinese administrative divisions and urbanization in relation to comparative territorial thought. The Chinese Party-state maintains powers to establish new cities and enlarge and merge existing ones, and even eliminate others whereas the literature on urbanization in China often subsumes party-state territorialization practices under internationally recognizable epistemologies such as urban and regional planning and simplifies and contains their urban-economic transformations to fixed spaces in zone development. This seminar pursues the territorial reproduction of state power through three cases: the Shanghai Pudong New Area, where a territorial merger doubled its size and central policy imagines the future of China’s international financial center; a ‘political economy of rank’ in Suzhou, a prefecture-level city in the Yangzi River delta, where Party officials adjust the administrative divisions in relation to official appointments and ‘rank boosting’; and in Changzhou, a prefectural city that faces limits to growth in relation to strong surrounding counties and the exigencies of the Mao-era territorial ‘cut’ in the 1950s.

Carolyn Cartier (BA, MA, PhD, University of California, Berkeley) is Professor of Human Geography and China Studies at the University of Technology Sydney. She is chief investigator of ‘The Geography of Power in China: Urban Expansion and Administrative Empire’, a collaboration with the Center for Research on the Administrative Divisions in China. Her research program focuses on urban and regional change from perspectives on spatial transformation behind the spectacle of rapid growth in China, spanning subjects from territorial governance to the politics of culture and urban aesthetics and the production/consumption transition in the contemporary city. She has sat on and chaired the the U.S. Social Science Research Council International Dissertation Fellowship Final Selection Committee, and has been an editor of Urban Geography and associate editor of Eurasian Geography and Economics. She is a past Fulbright Fellow in Hong Kong and is currently an associate member of the Centre for China in the World at the Australian National University.

Abstract
This paper studies the relation between firm specific networks of creditors and corporate access to bank loans in China. The empirical analysis builds on network data constructed from bank shareholding information and loan announcements of publicly listed corporations during the period from 2007 to 2012 and covers in total 1915 firm-year observations. The results show that firms with highly constrained banking networks have better access to credit than firms with less constrained networks. This effect is most pronounced in regions where formal financial institutions are weak. These findings suggest that highly constrained lending networks play a significant role in mitigating the problem of information asymmetry and adverse selection in China’s credit market.

Katarzyna Burzynska is an Assistant Professor at the Department of Economics and Business Economic at Radboud University Nijmegen. She earned her Ph.D. in Economics from Lund University, Sweden. During her Ph.D. studies she was affiliated with the Knut Wicksell Centre for Financial Studies and spent eight months as a visiting scholar at the Institute of Economics at Academia Sinica, Taiwan. Her research focuses on inter-organizational relationships and networks in financial sector. She is also interested in institutional economics and its applications on transition and developing countries, in particular China. She currently participates in the research project focusing on governance in network economies at the Institute for Management Research in Nijmegen.

Abstract
Where does generalized trust, that is, the inclination to place trust in strangers, come from? Our claim is that in economic action sources of generalized trust may not differ much from the sources of personalized trust. Contrary to a common assumption of a sharp distinction between personalized and generalized trust, we assert a likely spillover effect from relational exchange to a person’s expectations in interacting with an anonymous other. Our research integrates behavioral trust measures elicited by a novel incentivized game with survey data using a random sample of 540 founders of private industrial firms in the Yangzi delta region of China. We show that economic actors with more experience in relational exchange display greater trust in strangers. Likewise, we find robust evidence of a positive association between beliefs in the effectiveness of community business norms and generalized trust.

It is often assumed that Japan’s immigration policy is the result of its predominant ethno-nationalism that explains a restrictive immigration policy and a preference for ethnic return migration. However, this is not more than a kind of negative Nihonjinron. An empirical analysis of the interrelationship between Japan’s new immigration movements, its immigration debates and its policy reforms shows a much more complex reality. In fact, Japan’s immigration policy is marked by institutional fragmentation, ideational diversity and its embeddedness in the East Asian migration region. In this presentation, I will discuss Japan’s immigration policy and new immigration movements from the South Korean trainee proposal in 1966 to the current reform propositions in 2016. This half-century is marked by four waves of immigration debate and the emergence of Japan as a new immigration country in the late 1980s. weniger

The developmental state and inequality: the case of tax policy in modern Japan

How to strike a balance between economic growth and equality is one of the major challenges that developing countries face in industrialisation and urbanisation. Taxation can be a powerful tool in the hands of governments seeking to redistribute income or support a particular sector of the economy. Therefore, through the study of tax history it is possible to understand how the balance of power among different social groups has evolved in a given country over time. Scholars have examined the case of Japan with a focus on key turning points, such as the Meiji Restoration or World War II. It is in a long period perspective, however, that continuity and change in policy making better stand out. The talk will address the issue of shifting priorities in tax policy from the 1870s to the 1940s, so as to highlight the process of redefinition of public finance through the modern period, and explain the origins of some features of the postwar fiscal system. weniger

Construction of the Image of Africa for the Chinese public

The increased research on the multi-dimensional aspects of Sino-Africa relationship includes literature on mutual image building. While it offers valuable insights to the different images both sides build of each other, little is seen on the general public’s impression of Africa in China, and how the impression is formed. This presentation first examines representative Chinese mainstream newspapers for the dominant image of Africa that have been built for the Chinese readers. It then explores the activities of Chinese and African cultural exchanges ‘Cultures in Focus’ under the mechanism of FOCAC with a view of finding out if the activities are reciprocal. An examination of the presence of African literature in selected Chinese bookstores as well as interviews with involved agents are also conducted. The presentation concludes that although the Chinese government has invested greatly in the Sino-African relationship, commercialised newspapers, bookstores, and cultural centres have their own priorities. Consequently, a gap exists between the kind of image the government would like to construct of Africa for the international community and the image by commercial newspapers, commercialised bookstores, cultural centres for the domestic public. weniger

On Wednesday the 27th of April Prof. Dr Felix Wemheuer will hold a lecture on chaos and order in China's cultural revolution. Since April 2004 Prof. Wemheuer leads the Institute of East Asian Studies at the University of Cologne in the field of modern Chinese studies. His research focuses on the social history of China in the 20th century as well as present day social and political changes, in which rural China, class, gender and ethnic minorities play a central role. In 2006, he received his PhD from the University of Vienna for his thesis on rural memories of the famine in Henan Province. weniger

On Wednesday the 20th of April Prof. Dr Gabriele Vogt professor for Japanese Politics and society at the Institute for Asian and African Studies at the University of Hamburg and liaison officer at the German National Academic Foundation will hold a lecture on the topic of health-caregiver migration to Japan and Germany.

Abstract

Japan and Germany face labor shortages in the health-care sector. Via bilateral treaties with selected partner countries, both nations fairly recently have jumped onto the bandwagon of recruiting health-caregivers on a global labor market. Yet, the migration schemes implemented in both countries are unattractive to potential migrants and their employers alike, and the numbers of applicants are extremely low. By studying the national and supranational levels of policy-making in Japan and Germany, this talk explores the reasons for the emergence of what will be coined 'policies designed to fail'.

On Wednesday Prof. Emiko Ochiai, University of Kyoto and present holder of the prestigious Blaise Pascal Chair at the EHESS in Paris, will give a Guest Lecture in the Research Forum of the Graduate School Risk and East Asia, to which I would like to invite all of you.

The talk will take place in LE 736 at 12.15. The title is: "Transforming familialism: care regimes in East and Southeast Asian countries since the 2000s.“

Emiko Ochiai is a leading family sociologist and migration scholar in East Asia. She directed the Global Center of Excellence on the Reconstruction of the Intimate and Public Spheres in 21st Century Asia at the University of Kyoto and edits a book series on the topic for Brill Verlag.

Emiko Ochiai’s research is very unique in that she works closely with scholars in China, Korea and a number of South East Asian countries to engage in comparisons of East Asian societies. The topic of her lecture will be of interest to those of you working on family, social policy, migration and demographic change (both fertility and aging).

Abstract
Urban inclusion is a fairly complex multi-layered phenomenon engaging diverse forms of knowledge domains. As futures progressively transcend into urban living formats, it needs a constant reorientation to adapt to the dynamically changing urban scenarios. Inclusion and exclusion of human forms in social participation, spatial landscapes, urban mobility and economic activities then becomes an impacting reality. Bringing human centric perspectives in urban living contexts forms the core intent of this talk. Through illustrations and cases of revitalising urban leftover spaces from urban Indian perspectives (of New Delhi), it shall attempt to reflect and redefine (the need for) urban innovation in light of urban age transformations. Embedded in this are the stories of spatial and social transformations addressing human diversity thereby evolving multidimensional viewpoints to interpret urban inclusion.

Bio
Dr. Gaurav Raheja is an Associate Professor of Architecture at the Indian Institute of Technology (IIT), Roorkee with over 10 years of teaching and research experience. His key area of research interest includes universal design, inclusive urban systems, human behaviour in space and visual communication. He is a recipient of the Mphasis Universal Design Award in 2010, conferred by NCPEDP, India. He is currently visiting Germany as a DAAD Science Tour Scholar 2016 on the theme City of the Future.

He serves as an Expert Member in various national committees in Ministry of Urban Development and Ministry of Social Justice and Empowerment, Govt. of India. Dr. Raheja is one of the co-authors of the Universal Design India Principles, copyrighted and released in 2011. He is a key consultant to the Ministry of Social Justice and Empowerment, Govt. of India for developing accessibility plans for some of the prestigious projects including Prime Minister’s Office, New Delhi Airport, New Delhi Railway Station, etc. His doctoral research cited in World Disability Report 2011, published by WHO & World Bank, offers an insight into creation of Enabling Rural Built Environments using Universal Design approach. weniger

Abstract
When designing research and innovation policy an internationally comparative perspective plays an important role. The exchange with other countries provides an essential foundation for information gathering and allows to discuss common challenges and to learn from each other. The presentation will focus on impulses for German research and innovation policy which have been obtained during a nearly two-week trip to Japan and South Korea in September 2015 through interviews and workshops with representatives from science, business and politics.

Bio
Gisela Philipsenburg studied economics with a focus on East Asian Economic Studies /Japan in Duisburg, Germany and Soka, Japan. Subsequently she worked for one year for the German Chamber of Commerce and Industry in Japan before she returned to Duisburg-Essen University to write her dissertation on institutional change in the Japanese innovation system. In 2003 she joined the international department of the Federal Ministry of Education and Research (BMBF) and subsequently moved to the strategy department in 2004 where she was engaged in the formulation of the High-Tech Strategy for Germany and the development and implementation of Germany’s Leading-Edge Cluster Competition. In 2008 she changed to the German Federal Chancellery’s Education and Research Division where she was, among others, in charge of the Innovation Dialogue between the Federal Government, business and science.. Since 2013 she is Head of Division of Innovation Policy Issues in the strategy department of BMBF. Main tasks are the German Federal Government’s High-Tech Strategy as well as research and innovation policy advice. weniger

"One Belt, One Road" proposal: China's new development model and regional cooperation with Europe

Abstract
“One Belt, One Road” proposal became an important issue of today’s discussions. In September 2013, during his speech at Kazakhstan Nazarbayev University, President Xi Jinping proposed establishing a Silk Road Economic Belt. Thus, by reviving the Silk Road diplomacy from China to Europe, a new light was brought upon China’s activities in Central Europe. The paper discusses the major Chinese aims to build closer relations with Europe via the “Europe-Asia Bridge.” Needless to say, the problem is multidimensional and quite complex. The main point discussed within the paper is about changing the structure of China’s economy and the quick growth in Western China. By building the proper connections with Europe via the Eurasia continent, the central government can assure the future of an export-led economy and by this means secure the economic growth of China. From this perspective the paper discusses the new concepts of China’s economic development: economic regions e.g. Yangzi River Economic Belt. The second discussed point refers to the competitions between local governments within the Silk Road Economic Belt, namely between Chengdu and Chongqing. This problem is visible when it comes to the Chongqing-Duisburg and Chengdu-Lodz railways. In this context the paper touches the cross-regional cooperation and paradiplomacy new dynamics. weniger

Media and discourses in China: the case of 'discourse of journalism'

Abstract

There is a close relationship and mutual influence between discourse and power (Foucault 1989; Fairclough 1992). As a result, social actors and entities strive to impact and even control the formation of discourses. Despite the ideological and media control by the Chinese Communist Party (CCP), there have always been dissonant discourses coexisting in Chinese society. The prevalence of new media in China does not necessarily help forge discourses that are favourable to the less privileged. But meanwhile although the State has the upper hand, they still are unable to ultimately prevent disagreeing discourses from emerging. Prominent among these conflicting discourses are those of environment, politics and journalism. What underlie them are the struggles of power relations and the conflicts among social actors and entities such as the state, governments, officials, commercial corporations, Capitalists, activists, ordinary citizens and the media. The media not only contribute to generating and mediating these discourses but also themselves are the object that is defined by discourses. In this talk, I will particularly discuss how the discourse of journalism has changed in China since the turning of the new century and what competing discourses of journalism exist in Chinese society. Journalism produces discourses that define social reality and meanwhile other social actors and entities struggle to shape the discourse of journalism with the intention of controlling the discourses of social reality constructed in the media. This talk therefore focuses on examining the discourses of the media rather than the discourses in the media. It asks when journalism itself becomes the object that is defined by discourses, how do social actors especially the government, journalism and media organisations compete to construct a favourable discourse for them to consolidate their power?
